SUMMARY
This position is located in the Accounting Department and must have thorough knowledge of General Accepted Accounting Practices as applied of the Fund Accounting System of the Kickapoo Tribe. Duties include providing financial information to management by researching and analyzing accounting data and preparing reports as well as ensuring that policies and procedures are being followed consistently throughout the Accounting department in order to safeguard the Tribes' assets, verify the accuracy and reliability of its accounting data, and promote adherence to the prescribed policies, and maintain compliance with federal grant awards.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but not limited to the following:
· Supervise Accounting staff and the operation of an effective accounting system providing financial reports in a timely and accurate basis.
· Prepare and/or review a variety of complex financial documents for accounting of transactions for assigned area of responsibility;
· Maintain accounts which include the preparation and review of financial documents to verify accounting data and necessary entries; (TB by fund review and correction);
· Review financial transactions, special revenue award financial status reports, and other finance and grant related documents for compliance with associated Public Laws, Federal Regulations, and OMB Guidance;
· Perform routine internal audits of accounting information, program information, policies and procedures, and other compliance related information to ensure the Tribe and its entities maintain in compliance with all Federal, State, and Tribal laws; federal regulations; federal statutes; GASB, GAAP, and OMB; Tribal policies; and audit requirements.
· Assist with developing and enforcing Corrective Action Plans for any areas of concern or non-compliance found in federal monitoring, internal monitoring, audit reports, or other reviews;
· Performs routine requirements exhibiting latitude of knowledge which includes the full range of accounting duties that includes but not limited to all phases of financial and trust administration, record postings, budget preparation and review, reconcile internal parent accounts, and subsidiary accounts, and prepare and review of financial statements and reports;
· Assist Program Directors with renewal of special revenue awards as well as new and renewal funding applications;
· Research and maintain adequate knowledge of Public Laws, Federal Regulations, and OMB Guidance associated with federal and state grants awarded to the Tribe and its entities;
· Provide training and support services to all Programs in regards to their state and federal funding awards as well as OMB Guidance and Tribal Policies and Procedures;
· Analyze and review grant budgets for compliance with policies, funding agency requirements, audit requirements, and appropriate accounting protocol and procedures;
· Maintains the Central Contracting Registry (CCR) for the Kickapoo Tribe and its entities to ensure its eligibility for Federal Funding is uninterrupted;
· Preparation of reports and data for the annual audit to include Financial Statements, Fixed Asset Schedule, associated Journal Entries, Schedule of Federal Awards (SEFA)
· Generates and maintains records, ledgers, and files for accounting projects which include but not limited to providing integrated financial, planning and reporting processes; fund groups and account(s) reconciliation; and multiple project profiles; (binders maintained in each office.)
· Conducts research which will isolate errors, take corrective action, or will enable the Kickapoo Tribe of Oklahoma to support results of audits by regulatory authority;
· Researches and accumulates data in response to inquiries requesting information of a routine nature – such as evaluation outcomes of existing or modified legislation for projected impact upon programs or resources;
· Protect against fraud or mismanagement of resources by applying knowledge of system(s) and policy for administrative control of funds, operational procedures, and skill in exercising program management controls;
· Determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made;
· Performs budgetary, financial systems, payroll, cash processing, voucher examination, and audit preparation oversight;
QUALIFICATIONS AND EXPERIENCE:
1. CPA preferred
2. Master Degree in Accountancy or related field OR
3. Bachelor Degree with 5 (five) years experience in related field
4. Previous Grant Management Experience required.
5. Computer literate with expert knowledge of accounting software and Microsoft Office; experience with Navision a plus.
6. Must be familiar with OMB Circulars A-87, A-133, and Super-Circular with previous grant management experience.
7. Requires the ability and experience to interface with all levels of staff, management, tribal membership and tribal governing body.
8. Experience with financial administration of government grants/contracts.
9. Experience in audit and financial statement preparation.
