Organizational Overview
The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds. Our mission is to address and bring everyone inside throughout King County using equity and social justice principles.
Team Overview
The Planning Team is responsible for working on KCRHA’s future initiatives that include grant applications and oversight, procurement, site planning and development, and other special projects. They are responsible for coordinating our sub-regional response in the North, East, South and Seattle[1]metro sub-regions of King County, as well as KCRHA’s sub-population response for people experiencing homelessness. These sub-populations include youth and young adults, families, unsheltered single adults, individuals living in vehicles, individuals experiencing domestic violence and other sub-populations experiencing homelessness. The Team is guided by data, continuous quality improvement, and the core values of equity, justice, quality, and innovation. Under the leadership of the Director of Special Projects and Planning within KCRHA’s Programs Division, the Team will:
- Optimize the Agency’s ability to set strategy, understand outcomes, adjust operations, and focus resources.
- Use data, KCRHA’s strategic plan, and the agency’s core values of equity, justice, quality, and innovation to coordinate Agency plans for reducing homelessness for sub-populations across the sub-regions.
- Ensure integration and coordination of the Agency’s sub-population and sub-regional responses, plans, and resources.
- Work in concert with the Executive Leadership team to consult overall strategic direction and community ambassadorship for the organization.
- Contribute to the development of core organizational vision and strategy.
- Collaborate and coordinate across teams and divisions to ensure alignment with big-picture strategy and goals.
- Plan and operationalize high touch/impact methods to understand stakeholder needs.
- Liaison with stakeholders on relevant data, impact, and performance measurement issues.
- Support the Severe Weather Lead in all Severe Weather activities, especially during Severe Weather activation.
- Build and strengthen relationships with key partners and community stakeholders to develop trust and rapport.
- Overall, this team will support the Director of Planning and Special Projects in strategic planning; program and system design, analysis, and evaluation; project management for organizational change initiatives; and special initiatives, particularly those that necessitate the involvement of stakeholders from across the Agency’s divisions and programs.
Role Description
The Planning Coordinators, with leadership from the Planning Manager, ensure ongoing engagement with housing and homeless service providers, coalitions, stakeholders, people with lived expertise in each sub region (East, South, North and City of Seattle) and among sub populations, including youth and young adults. This position will focus on coordinating the agency’s youth and young adult homeless response efforts, ensuring seamless integration of YYA subpopulation priority and plans across all sub-regions in King County.
The Youth and Young Adult (YYA) Planning Coordinator plays an integral role in ensuring that the homeless response system under KCRHA is responsive to the specific and distinct needs of youth and young adults experiencing homelessness. This role works closely with the other members of the Planning Team, Program Division, Equity and Impact Division, External Affairs Division, the Continuum of Care Board, the Youth Action Board, and community partners. The YYA Planning Coordinator will coordinate the design and implementation of a homeless response system that has youth and young adult-specific policies and programs, while also seeking to ensure that the system is able to meet the basic needs of our YYA clients.
This position will be responsible for developing and implementing policies and strategies in response to youth and young adult homelessness, carrying out stakeholder engagement with service providers across systems, and working with the Community Impact team to develop metrics to assess the regional response for youth and young adults experiencing homelessness. This role will also be responsible for maintaining an understanding of national best practices and research to inform the development of policy and metrics specific to youth and young adults. The Youth and Young Adult Planning Coordinator will be supervised by the Planning Manager and work closely with the Director of Planning and Special Projects to align priorities and goals with overall subpopulation and subregional strategy and plans.
Accountabilities
In addition to the above accountabilities the YYA Planning Coordinator will:
- Contribute to building a strong Planning Team which functions collaboratively.
- Clearly communicate with all other KCRHA staff about Planning Team initiatives.
- Under the leadership of the Planning Manager, track, and report on the progress of the KCRHA 5- year plan.
- Embraces and embodies the Agency’s racial equity goals and provides leadership to help advance the achievement of those goals within the organization and within the larger homelessness delivery system.
- Participate in writing and implementing KCRHA Sub-regional Implementation Plans.
- Support the Severe Weather Lead in KCRHA Severe Weather response during activation
- Support other Planning Team initiatives, projects, and priorities as needed.
Stakeholder Engagement
- Coordinate and facilitate opportunities for engagement for youth and young adults experiencing homelessness, providers, and existing work groups.
- Work with the Planning Team to engage stakeholders across King County on the needs of and the existing resources for youth and young adults experiencing homelessness.
- Drive continuous improvement and design efforts for Youth and Young Adult programs and project oversight to support reductions in the number of young people experiencing homelessness.
- Attend relevant meetings with community-based organizations, government agencies and partners to support informed design, resource building and resource sharing.
- Actively build relationships with innovators across sectors to support driving creative innovation and change.
- Work with private sector funders and stakeholders to develop proposals.
Project Management and Continuous Improvement
- Support the Planning Manager, Director of Planning and Special Projects, the Chief Program Officer, the Director of Community Impact, the Coordinated Entry Team and Program Performance Managers in the development and design of strategy for YYA program performance management and impact related projects.
- Ensure that team capacity is aligned to project based needs to promote the execution of short term and long-term goals.
- Support the development, implementation and assessment of programs designed to address the needs of youth and young adults experiencing homelessness.
- Monitor and track progress against YYA specific goals for the system in collaboration with the Community Impact Division.
- Ensure seamless integration of YYA subpopulation initiatives, plans and efforts across all King County subregions (East, South, North and City of Seattle).
Policy Development and Assessment
- Work with the External Affairs Team and local, state, and federal partners to inform and develop policies that will impact response policy and funding to address youth and young adult homelessness.
- Work across departments to ensure that youth and young adult specific approaches are integrated into agency initiatives and policy proposals.
Minimum Requirements
- Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
- Ability to operate in a politically sensitive environment, with nuance and attention to detail.
- Familiarity with local, state and national issues related to youth and young adult homelessness, and/or knowledge of youth-serving systems and homelessness in general.
- 2 years of experience working with and/or partnering with youth and young adults experiencing homelessness.
- 3-5 years of related work experience in the government, non-profit or related field. 2 years of experience as a project manager.
- Ability to communicate in a clear, concise and direct manner with various stakeholders.
- Proficiency/comfort using technology and data, including Microsoft Office Suite.

- Prolonged period sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times
- Ability to travel around the region to meet with young adults experiencing homelessness and other stakeholders.
- Experience working across government agencies and related structures/governing bodies.
- A track record of success in community and stakeholder engagement.
- Experience designing and operating programs or projects and conducting data-driven continuous improvement processes.
- Superior oral and written communication skills.
- Experience in applying collective impact, improvement science, user-centered design, or other large scale problem-solving approaches;
- Exceptional planning, organizing, and prioritizing skills to manage a diverse workload, multiple demands, and deadline sensitive projects.
