King County Metro Transit’s Market Innovation Section is hiring one (1) Temporary Limited Term (TLT)/Special Duty Assignment (SDA) Project/Program Manager III to join the Market and Business Development (MBD) Group.  

This TLT/SDA position has an expected duration of 6-9 months, ending no later than December 31, 2025, with possibility of extension.

Market and Business Development (MBD) Group Project/Program Manager III's (PPM III) have the opportunity to develop and implement various types of programs, projects and policies that increase access to mobility and transit across communities in King County.  PPM III’s employ an array of tools and project management skills to design and implement programs, assemble and facilitate work teams, develop budgets and monitor expenses, craft funding proposals and manage resources, and engage in initiative reporting, assessment and evaluation efforts. MBD Project/Program Manager (PPM) positions offer candidates the ability to apply and build their skills across a diverse portfolio of work in a dynamic environment. 

MBD PPM’s also have the opportunity to work across programs, organizations, agencies and disciplines including fare policy, transportation demand management, marketing, communications, and business programs. As such, MBD PPM positions also require the ability to collaborate with a diverse group of stakeholders and customers, while embracing the principles of equity, exemplifying fairness and approachability, employing strong listening and conflict resolution skills, and demonstrating the ability to function in and promote a collaborative and inclusive work environment. The PPM III’s function most effectively with a high EQ, engaging as senior team members and peer-to-peer mentors, with the skills necessary to build partnerships, both internally and externally, to deliver excellent programs, and evaluate program impact and results. 

About the Market Innovation Section

The Market Innovation (MI) Section develops and integrates innovative mobility products, services and solutions into Metro’s service and operations portfolio. The team works to remove barriers to accessing transit – both physical and institutional – and relies on research and evidence to guide decisions and use customer-centered design to maximize effectiveness of our programs and products. The outcomes of MI initiatives include building new ridership, expanding ORCA participation, engaging new businesses to provide transportation benefits, and enhancing access to mobility services through walking, biking and park & rides, and developing fare policy that promotes access to transit. MI includes two groups: Market & Business Development (MBD) and Research & Innovation (R&I). 

About the Market and Business Development Group

The Market and Business Development (MBD) group integrates a transportation demand management approach across our robust mobility programs to increase the use of and access to transportation options throughout King County. MBD develops and deploys tools, leverages data, builds community partnerships, uses fare policy, designs incentives and marketing, and taps a robust product array, along with education and outreach, to influence travel choice behavior and reduce barriers to using mobility options.  We prioritize resource allocation for communities where needs are greatest and influence jurisdictional/regional policy making to amplify our work.  The Market and Business Development (MBD) Group includes three teams: 

  • Transportation Demand Management (TDM) – with a focus on specific communities, TDM is responsible for identifying and implementing ways to remove or reduce barriers to mobility in order to expand access to transit and sustainable transportation options through a variety of tools, including outreach, education, marketing and incentives.
  • Business Passport Team – Responsible for promoting access to transit benefits and ORCA products through education and outreach on mobility options by assisting small and large employers with adopting and managing their transportation programs.

These groups engage in a great deal of coordination to implement their program efforts, both internally and externally, and rely upon a number of stakeholders and key partnerships in project design, implementation and evaluation.

Position information:  This recruitment process will be used to fill one immediate TLT/SDA vacancy. This recruitment will also be used to establish an eligibility pool to fill future vacancies in the same status, that may occur within the next 12 months from the establishment of the pool (at the discretion of the hiring manager), in this job classification within Market and Business Development.

As a Project/Program Manager III, you will:

  • Tangibly integrate ESJ principals into all project efforts and apply the agency’s shared values of promoting equity, safety, sustainability, and a diverse and inclusive work environment.
  • Lead and/or support outreach with external stakeholders, including community-based organizations, jurisdictional partners, major and small employers, contractors, transportation-related organizations, and diverse communities.
  • Collaborate with internal stakeholders, including elected officials, agency leadership and other work groups within Metro and across King County.
  • Work with market analysts, data analysts, and customer research to summarize and interpret relevant data to identify challenges and barriers customers are experiencing, new markets and communities to engage, and trends and effectiveness of programs to increase transit ridership and access to sustainable transportation.
  • Engage in program, project, product, and policy development activities, including consultation around service levels and innovative programs to reach and engage current and future transit riders. 
  • Demonstrate a high degree of client relationship management, with the capacity to build long-term partnerships, build relationships, provide consultation, and demonstrate the ability to understand and provide advice on complex transportation policy and product issues.
  • Manage projects and develop project elements including grant applications, detailed project planning, scheduling and delivery tracking, consultant requests for proposals (RFPs) and/or bid specifications, budget, vendor and contract management, invoice processing, report writing, and data collection and analysis. 
  • Represent King County Metro in internal and external settings with stakeholders, partners, customers and leadership.

To be considered eligible for the PPM III role in the MBD Group, candidates must demonstrate that they possess the following MINIMUM QUALIFICATIONS: 

  • A bachelor’s degree in any field and at least five (5) years of work experience in a related field OR any combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the duties of this job. 
  • Familiarity and/or expressed interest in the fields of public transit, transportation, behavior change, product development, marketing and/or communications. 
  • Strong communication skills, with a demonstrated capacity to identify and understand business and customer needs and barriers to mobility, with the ability to develop programmatic solutions that can address those needs and barriers.
  • Strong analysis, critical thinking, and evaluative skills to be able to interpret technical information and data, develop reports, and create actionable plans and/or policies based on takeaways and lessons learned.
  • A high emotional intelligence (EQ), demonstrating self-awareness, empathy and possesses the ability to nurture relationships and facilitate engagement with stakeholders, coworkers, intra- and inter-agency project teams, and lead/manage cross-functional teams.
  • Ability to promote an equitable, diverse, and inclusive work environment while working collaboratively and successfully with a diverse group of individuals from a variety of positions, backgrounds, and viewpoints.
  • Strong organizational and project management skills are required, including experience with work planning, scheduling and developing and executing program budgets and contracts, and a strong understanding of financial concepts.
  • Familiarity with and/or demonstrated capacity to deliver procurement processes, develop request for proposals and/or qualifications (RFPs/RFQs) and scopes of work, manage external vendors and administer grant funding.
  • Ability to work effectively under pressure, manage multiple programs/projects/initiatives simultaneously, have a proactive work style, and demonstrate curiosity, creativity, excellent customer service, and a strategic mindset for innovation. 
  • Ability to work independently and as a part of a matrixed and/or cross-agency team to manage numerous projects and priorities simultaneously on defined timelines in a fast-paced and values-driven environment.
  • Must be able to set and communicate priorities, delegate tasks, mentor and provide constructive feedback to teammates, meet deadlines, organize work assignments, and operate with strong attention to detail.
  • Excellent oral and written communication skills, including the ability to present persuasive information to develop partnerships, negotiate agreements, and pursue joint opportunities. Must be able to effectively communicate technical information to non-technical audiences.
  • Proficiency in Microsoft Outlook, Teams, Word, SharePoint, PowerPoint and Excel.

The most competitive candidates will also possess these DESIRABLE QUALIFICATIONS:

  • Work experience in the field of transportation, transportation demand management, behavior change, product development, public policy and pricing strategies, and/or public transit.
  • Background and experience in marketing and communication campaigns and strategy development that promotes sustained behavior change. 
  • Experience working with corporate, agency, and/or jurisdiction leadership, including elected and appointed officials. 
  • Understanding of governmental structures and/or the political environment. 
  • Experience with and/or demonstrated capacity to use qualitative and quantitative data analysis such as customer and market and feasibility assessments, program outcomes/assessments, and evaluation and trend analysis.
  • Understanding of Metro’s fare products and services focused on encouraging the use of transit and alternative mobility options.
  • Experience in project management software and scheduling tools.
  • Experience in data visualization tools such as PowerBI.
  • Proficiency in multiple languages.

Necessary Special Requirements

  • A valid Washington State driver's license within thirty days after hire, or the ability to travel throughout the county in a timely manner, is also required.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay. Work hours are normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered at the supervisor’s discretion. Work outside of the normal workday is required periodically.

Work Location
This is a hybrid position.  The onsite location is King Street Center, 201 S. Jackson St., Seattle, WA. 

Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking and working in the office. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
