DEPUTY DIRECTOR  OF HUMAN SERVICES
$129,916-$158,516 Annually (Depending on Qualifications)

Kings County Human Services Agency is offering an exciting opportunity as a Deputy Director to administer, coordinate, manage, organize, and provide oversight of an assigned functional area of the department. The Human Services Agency is comprised of several service divisions in the following areas: Administration, Benefits, Fiscal, Child Welfare Services, and Adult Supportive Services. The Deputy Director works collaboratively with senior management to fulfill the agency’s mission, vision, and goals of supporting Kings County families. The Human Services Agency currently has one (1) vacancy in the Administration Division, however, reassignment of current Deputy Directors (Fiscal, Benefits, and/or Adults) may occur based on the knowledge, skills, and abilities of qualified applicants. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six (6) months.

BENEFITS
This position includes management level II benefits which includes CalPERS retirement (see benefits selection to determine plan/tier placement); fully paid PPO health, dental, vision, and chiropractic health insurance premiums for employee and eligible dependents; Deferred Compensation Plan for every three dollars contributed by the employee, the County shall contribute one dollar to a maximum of $3,500 per year; 12 to 20 days of accrued vacation, based on years of service. The County Administrative Officer may authorize a vacation accrual rate for management employees hired from outside the County at an amount equivalent to what their accrual would be if their service time with other public agencies was earned in Kings County; this position receives an additional 64 hours of management leave of which 48 hours can be cashed out at employee's option. Effective July 1, 2025, this amount will be increased to 80 hours and can be fully be cashed out; 11.5 scheduled paid holidays per year and an additional 3.5 days when the County participates in the holiday closure; 10 to 12 days of accrued sick leave, based on years of service with unlimited accrual; $40,000 term life insurance; onsite health center open Monday through Friday, available to employees and their eligible dependents on County Health Insurance plans. Employees will not be required to use sick or other leave to go to the Health Center during their working hours for their own medical issues.

  • Plans, manages, and oversees the daily functions, operations, and activities of the assigned division within the Human Services Agency; acts in the absence of the Human Services Director as assigned. 
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
  • Confers with the Director, management, supervisory, and administrative personnel regarding policies, procedures, personnel matters, staff development, fiscal, and other program matters.
  • Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Participates in the selection of employees, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with County specifications and service quality.
  • Directs the planning, management and evaluation of division programs and activities; manages diverse programs which may include multi-discipline and integrated service teams for efficient and effective service delivery; works with program managers, peers and senior management to determine program strategic direction, framework and accountabilities; manages program implementation through subordinate program managers and staff.
  • Directs the collection and compilation of data and narratives for program evaluation; prepares reports for submission to County management and oversight agencies on program metrics and outcomes; takes action on program evaluation outcomes.
  • Oversees and directs a breadth of administrative support functions for the department including personnel administration, system support, case review, and facilities.
  • Ensures compliance with County human resources rules, practices, and policies including the provisions of Memoranda of Understanding (MOUs); confers with County Human Resources Department on a variety of personnel matters and refers matters to County HR as appropriate.
  • Oversees the department’s system support; directs the maintenance and troubleshooting of the department’s access to federal, state, and local data and computer systems.
  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Serves as a liaison for assigned functions with other County departments, divisions, outside agencies, and the community; provides staff support to commissions, committees, and task forces as necessary.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to human services programs; researches emerging products and enhancements and their applicability to County needs.
  • May make presentations to individuals, groups and/or before the Board of Supervisors.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. 
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Directs the establishment and maintenance of working and official division files.
  • Ensures staff compliance with County and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE
Education:
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in social science, psychology, public or business administration, human resources, or a related field. (Possession of a master’s degree from an accredited college or university is highly desirable).
Experience:
  • Three (3) years of management level experience in a social service, eligibility, employment and training, administrative services, fiscal, staff support division or special investigations program in a California County Human Services Agency, or relevant public agency or department. (A master’s degree is highly desired and may substitute for one year of the required non-supervisory experience.)

LICENSES AND CERTIFICATIONS
Licenses:
  • Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.

SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation and fingerprint check, including a credit check. The ability to work irregular hours as required; ability to travel within and outside the County.

  • The technologies and systems utilized by a public sector human services agency.
  • Human Services program operations including, but not limited to, Benefits Services, Adult Supportive Services, Administrative Services, Fiscal Services, and Social Services.
  • Concepts and purposes of social services and their impact on the communities they serve.
  • Operations and relationships among human services department programs. 
  • Principles, practices, and techniques of human resources in a public agency setting including, but not limited to, recruitment and selection, performance management and evaluation, occupational safety, equal employment opportunity, and leave administration.
  • Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
  • Methods and techniques of preparing technical and administrative reports, and general business correspondence.
  • County and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
  • Techniques of effective oral and written communication; proper spelling, grammar, and punctuation. Current equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:
  • Plan, organize, oversee, and manage the staff and operations of assigned Human Services division.
  • Develop and implement goals, objectives, practices, policies, procedures, and work standards. 
  • Participate in the preparation and administration or large and complex budgets; allocate resources in a cost-effective manner.
  • Provide administrative, management, and professional leadership for the division. 
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.  
  • Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Direct, administer, and coordinate human services programs and activities. 
  • Administer and monitor contracts. 
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Analyze, interpret, summarize, and present technical information and data in an effective manner.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Represent the division and the County in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Direct the establishment and maintenance of a variety of filing, record-keeping, and tracking systems.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Maintain confidentiality and control of sensitive information.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
