Due Date: March 13, 2025 at 9am EST

Project Length: Through June 30, 2026 or until budget/hours have been depleted.

Preference will be given to candidates who are local. Candidates who have experience in DevOps and Dynamics 365.

OBJECTIVE

The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following temporary staff position Business Process Consultant (experienced). The position will report to the Department s Office of Agriculture Technology Services (OATS), Project and Portfolio Management Office (PPMO) to supplement existing staff by supporting the planning, design, development, and implementation of information technology projects.

RESPONSIBILITIES

Business Process Consultant Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Department s Contract Manager and described in the list below:

  1. Prepare deliverables identified by the FDACS Contract Manager, within the timeframe specified. Deliverables the candidate will be responsible for producing include, but are not limited to:
  2. i. Current (AS IS) business process and customer journey maps
  3. ii. Process Improvement Logs

iii. Requirements for Future (TO BE) business processes and customer journey maps

  1. i Process-focused Gap Analysis
  2. Solution-focused Gap Analysis
  3. vi. Information Technology (IT) Solution Requirements

vii. Business Process Models (Diagram and Narrative)

viii. Entity Relationship Diagrams (ERD)

  1. i Data Dictionaries
  2. Data Flow Diagrams
  3. xi. Business Process Re-engineering (BPR) Plans

xii. Remediation Implementation Plans

xiii. Cost Benefit Analysis

xiv. User Stories

  1. Acceptance Criteria xvi. Business Cases

xvii. Test Cases

  1. Comply with OATS Administrative Policies and Procedures by working directly with the Department s Contract Manager throughout the PO term.
  2. Prepare ISDM or SDF documentation that indicates the project complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as directed by the Department s Contract Manager.
  3. Communicate relevant information to project teams and stakeholders in a timely manner.
  4. Facilitate meetings throughout the term of the PO. At a minimum, meeting responsibilities include:
  5. i. Proofread meeting documentation to ensure use of proper grammar and consistent font styl
  6. ii. Attend the meeting and communicate with attendees in a clear, concise, and constructive manner.

iii. Provide meeting documentation in the format designated or approved by OATS.

  1. i Make necessary meeting arrangements and create needed artifacts to fulfill meeting objectives.
  2. Create a meeting agenda and send it to attendees in advance of the meeting.
  3. vi. Keep meeting notes highlighting key action items and decisions and indicating clear due dates with any next steps Send copies of the meeting notes to attendees within three (3) Business Days following the meeting.
  4. Address project team conflict and communication problems proactively.
  5. Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders.

The contractor and contractor s personnel must comply with the following security and non-disclosure requirements:

TRAVEL

Travel to alternate sites in Florida to conduct agency business will be paid for in accordance with Section 112.061, Florida Statutes, at current state of Florida travel rates and subject to prior approval by the Department. Travel that is required due to meetings outside of Tallahassee will be paid for by the Department and should not be included in the hourly rate. Travel that is required so the vendor can be located in Tallahassee will not be covered by the Department and must be covered by the vendor. However, it is not anticipated that travel outside of Tallahassee shall be required for this contract.

INSTRUCTIONS TO SUBMIT RESUME

  1. Resume shall NOT exceed three (3) pages in length.
  2. The candidate s experience must be verifiable via 3 professional references.
  3. Resume Acknowledgement Form Must submit a signed (Resume Self-Certification Form) for each candidate
  4. The contractor shall explain how the proposed candidate meets the minimum requirements and explain the candidate s experience in performing the representative activities.

1. Ability to communicate effectively (verbally and in writing) with Department staff at various levels.

2. A minimum of ten (10) years of IT business/industry work experience.

3. A minimum of seven (7) years of experience in performing business analyses on IT projects.

4. Experience in the use of Microsoft Visio for creating the process model diagrams.

5. Experience with Agile and Dev Ops methodologies.

6. Experience translating business requirements into use cases/user stories and acceptance criteria.

7. Experience creating test cases based on user stories and acceptance criteria.

1. Skills and experience in conducting meetings with individuals and groups of people to discuss business processes. The people involved may be at the manager level or end user level. People may be business-oriented or technical (IT) staff. The contractor will be expected to be the lead in all meetings and discussions related to their analysis. Experience with Joint Application Development (JAD) techniques is beneficial.

9. Skills and experiences in translating the information from meetings and written materials into process models and/or process flow models.

10. Writing skills and experience to create a data dictionary. Experience in the use of Microsoft Word is required.

11. Experiences in working with IT technical staff to determine the infrastructure components within which any potential solution or modification would need to be able to operate.
