Project Length: Through June 30, 2026 or until budget/hours have been depleted.
Preference will be given to candidates who are local. Candidates who have experience in DevOps and Dynamics 365.
OBJECTIVE
The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following temporary staff position Business Process Consultant (experienced). The position will report to the Department s Office of Agriculture Technology Services (OATS), Project and Portfolio Management Office (PPMO) to supplement existing staff by supporting the planning, design, development, and implementation of information technology projects.
RESPONSIBILITIES
Business Process Consultant Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Department s Contract Manager and described in the list below:
- Prepare deliverables identified by the FDACS Contract Manager, within the timeframe specified. Deliverables the candidate will be responsible for producing include, but are not limited to:
- i. Current (AS IS) business process and customer journey maps
- ii. Process Improvement Logs
iii. Requirements for Future (TO BE) business processes and customer journey maps
- i Process-focused Gap Analysis
- Solution-focused Gap Analysis
- vi. Information Technology (IT) Solution Requirements
vii. Business Process Models (Diagram and Narrative)
viii. Entity Relationship Diagrams (ERD)
- i Data Dictionaries
- Data Flow Diagrams
- xi. Business Process Re-engineering (BPR) Plans
xii. Remediation Implementation Plans
xiii. Cost Benefit Analysis
xiv. User Stories
- Acceptance Criteria xvi. Business Cases
xvii. Test Cases
- Comply with OATS Administrative Policies and Procedures by working directly with the Department s Contract Manager throughout the PO term.
- Prepare ISDM or SDF documentation that indicates the project complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as directed by the Department s Contract Manager.
- Communicate relevant information to project teams and stakeholders in a timely manner.
- Facilitate meetings throughout the term of the PO. At a minimum, meeting responsibilities include:
- i. Proofread meeting documentation to ensure use of proper grammar and consistent font styl
- ii. Attend the meeting and communicate with attendees in a clear, concise, and constructive manner.
iii. Provide meeting documentation in the format designated or approved by OATS.
- i Make necessary meeting arrangements and create needed artifacts to fulfill meeting objectives.
- Create a meeting agenda and send it to attendees in advance of the meeting.
- vi. Keep meeting notes highlighting key action items and decisions and indicating clear due dates with any next steps Send copies of the meeting notes to attendees within three (3) Business Days following the meeting.
- Address project team conflict and communication problems proactively.
- Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders.

The contractor and contractor s personnel must comply with the following security and non-disclosure requirements:
- Must undergo a level 2 background check paid for by the Department.

TRAVEL
Travel to alternate sites in Florida to conduct agency business will be paid for in accordance with Section 112.061, Florida Statutes, at current state of Florida travel rates and subject to prior approval by the Department. Travel that is required due to meetings outside of Tallahassee will be paid for by the Department and should not be included in the hourly rate. Travel that is required so the vendor can be located in Tallahassee will not be covered by the Department and must be covered by the vendor. However, it is not anticipated that travel outside of Tallahassee shall be required for this contract.
INSTRUCTIONS TO SUBMIT RESUME

- The contractor shall explain how the proposed candidate meets the minimum requirements and explain the candidate s experience in performing the representative activities.
