Position Title: Capture Manager
Location: Remote with limited travel to Stafford VA, Tyngsboro MA or client sites when needed
Employment Type: Full-Time

Overview: Knowledge Management, Inc. is seeking a dynamic and results-oriented Capture Manager with proven expertise in proposal writing and recent experience working with the Air Force and other Department of Defense (DoD) agencies. The ideal candidate will have a strong background in managing capture strategies, leveraging multiple contract vehicles, including OASIS , RS3, and Seaport NexGen, to secure Sole Source opportunities/Awards for a (SBA 8(a), Woman Owned, HubZone small business and or a tribal company) . This individual will be pivotal in driving growth, enhancing proposal quality, and leading strategic business pursuits in alignment with our company objectives.
Key Responsibilities:
- Capture Management:
- Lead capture efforts for Air Force and other DoD opportunities from opportunity identification through award.
- Develop and execute capture strategies, ensuring alignment with company goals and customer needs.
- Conduct market research to identify opportunities using contract vehicles such as OASIS , RS3, and Seaport NexGen.
- Build and maintain relationships with key stakeholders, including customers, teaming partners, and subcontractors.
Proposal Development:
- Manage and write winning proposals, ensuring compliance with solicitation requirements and alignment with evaluation criteria.
- Collaborate with cross-functional teams, including technical experts, pricing analysts, and executives, to deliver high-quality proposals.
- Review and edit technical and management volumes for clarity, accuracy, and persuasiveness.
Business Development:
- Identify and qualify new business opportunities in the Air Force, DoD, and other federal markets.
- Develop and maintain a robust pipeline of opportunities to achieve company growth targets.
- Represent the company at industry events, government briefings, and networking forums to identify and pursue new business prospects.
Contract Vehicle Expertise:
- Utilize and manage opportunities on contract vehicles such as OASIS , RS3 IDIQ, Seaport NexGen, and other direct award vehicles.
- Understand and ensure compliance with contract requirements and processes for various contract vehicles.
- Serve as the subject matter expert for the company's strategic use of IDIQ contracts to maximize small business opportunities.
Qualifications:
- Education: Bachelor's degree in Business, Communications, or a related field. Master's degree preferred.
- Experience:
- Minimum of 5 years of experience in capture management, proposal writing, and business development in the federal market.
- Recent experience with Air Force and DoD agencies.
- Proven track record of securing opportunities through contract vehicles such as OASIS , RS3, and Seaport NexGen.
- Skills:
- Exceptional proposal writing and editing skills with a focus on clarity, compliance, and persuasiveness.
- Strong understanding of the federal procurement lifecycle and solicitation processes.
- Ability to manage multiple priorities under tight deadlines.
- Excellent interpersonal and communication skills to engage effectively with internal and external stakeholders.
- Proficiency with CRM tools, market research platforms, and federal procurement systems such as SAM.gov and eBuy.
Preferred Qualifications:
- Knowledge of small business regulations and strategies for maximizing small business participation.
- Experience with additional contract vehicles such as Alliant 2, GSA MAS, and RS3, SeaPort NexGen, 8(a), Woman Owned, HubZone.
- Active security clearance or eligibility to obtain one.
