KPMG is currently seeking a Manager, Federal Proposal Ops to join our Federal Proposal and Management Consulting organization.
Responsibilities:
- Manage the lifecycle proposal development process from pre-solicitation activities to contract award; transform win strategies and solutions into highly competitive proposal documents through emphasis on the evaluator's process and perspective
- Analyze solicitation requirements and provide effective direction to diverse writing teams; develop standard proposal management artifacts, including proposal plans, schedules, outlines, and compliance matrices
- Control all aspects of proposal development: kick-off meetings, schedules, proposal structure, proposal development and tracking tools, and final publication quality
- Provide detailed instruction to writers to ensure the proposal reflects win strategy, appropriately conveys solution elements, and is clearly and convincingly written; monitor and implement content/mechanisms that enhance ease of evaluation
- Lead, organize, and/or participate in proposal In Process Reviews (IPRs), formal reviews, and compliance reviews; support oral presentations as part of the proposal process; facilitate the use of a standard process across Federal proposals and contribute to internal process improvement initiatives
- Minimum seven years of recent proposal experience in the Federal sector
- Bachelor's degree from an accredited college/university or equivalent experience
- Proven success in managing and winning proposals over $25M, ideally in Government consulting services; demonstrated ability leading and winning large ($25M TCV) proposals as Proposal Manager with Federal Advisory clients, coordinating all stages from planning to final submission
- Strong understanding of Federal Acquisition Regulations (FAR) and best-in-class proposal processes, tools, and functional roles; knowledge of FAR/DFAR guidelines preferred
- High proficiency in Microsoft Office Suite applications (Word, Excel) and SharePoint. Demonstrated ability to work well both independently and with diverse teams in a fast-paced, deadline driven environment that is characterized by shifting priorities and extended hours. Solid organizational and leadership skills, with the ability to manage multiple proposals under tight deadlines
