ABOUT THE POSITION :

The positions are located in the Disability Retirement Services Division (DRS). The DRS Division is responsible for investigating and evaluating disability retirement applications from active, retired, and deferred members of LACERA. Positions allocable to this class make recommendations approving or denying service and non-service-connected disability retirements, under the supervision of the Disability Retirement Specialist Supervisor.

Responsibilities include gathering medical, personnel, and other relevant records, conducting interviews, and writing Disability Retirement Evaluation Reports. Specialists will prepare files for review by Board Panel Physicians and arrange Independent Medical Examinations (IME). Once information is received, specialists compile a Disability Packet for review by in-house legal counsel and management before submitting to the Board of Retirement (BOR). Candidates must possess knowledge of disability retirement / workers' compensation settlement practices, methods, and procedures; applicable laws, rules, and regulations affecting the authorization of disability / workers' compensation benefits; and knowledge of LACERA and County policies and procedures.

Vacancy Information : The current vacancies are in the Disability Retirement Services Division.

Work schedule : This full-time position is required to work a 5 / 40 schedule (e.g. an eight (8) hour day, Monday through Friday). LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week depending on the needs of the Disability Retirement Services Division and LACERA.

CERTIFICATION BONUS : Any permanent, full-time employee working in this classification possessing a valid Workers' Compensation Claims Professional (WCCP) Designation Certification issued by the State of California is entitled to a Certification Bonus equal two (2) salary schedules (approximately 5.5%) as provided by the Los Angeles County Step Pay Plan.

REQUIREMENTS

MINIMUM REQUIREMENTS :

Graduation from an accredited four-year college or university and one (1) year of experience in an assignment requiring investigation of worker's compensation claims or investigating disability retirement applications for a public or private entity

Two (2) years of experience at the level of a Retirement Benefits Specialist III researching and resolving retirement benefit claims and inquiries.

LICENSE : A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light : Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS :

  • At least two (2) years of experience in the investigation of workers' compensation, personal injury, or long-term disability claims for an insurance company, or comparable investigative experience with a law firm, law enforcement agency, or other public or private entity.
  • Demonstrated experience counseling individuals regarding disability, workers' compensation, insurance, long-term disability, or other benefit options.
  • Demonstrated experience conducting interviews of applicants for disability retirement, workers' compensation, insurance, or long-term disability claims.
  • Demonstrated experience with medical terminology in a professional setting identifying, reviewing, and analyzing various medical, employment, workers compensation, insurance or long-term disability claim files, summarizing the findings, and accurately documenting medical diagnoses.
  • Demonstrated experience identifying, analyzing, and indexing relevant medical, personnel and return-to-work or similar records.
  • Demonstrated experience writing investigative reports.
  • Demonstrated experience in case management and handling a moderate to high volume caseload at various stages of process.
  • A valid WCCP Designation Certification issued by the State of California.

EXAMINATION CONTENT : This examination will consist of :

Part I : A qualifying evaluation of training and experience based upon application information, desirable qualifications, and supplemental questionnaire.

Only the most highly qualified applicants as determined under Part I, will be invited to continue in the examination process under Part II.

Part II : An Appraisal (Oral) Interview weighted 100%.

The appraisal (oral) interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position.

Benefit Information : Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a "new member" of the County's defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) - unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
