Job Description
We have an immediate opening available for an MBE and DBE Compliance Coordinator responsible for overseeing and managing project’s compliance with Minority Business Enterprise (MBE) and Disadvantaged Business Enterprise (DBE) programs, ensuring that contracts meet diversity goals by actively identifying, tracking, and supporting minority-owned businesses as subcontractors on projects, while adhering to all relevant regulations and guidelines. In this role, the MBE and DBE Coordinator will help establish, update, and disseminate MBE and DBE program best practices and develop MBE and DBE reporting protocols to ensure timely and accurate data collection and reporting.
Responsibilities
Outreach to MBE/DBE businesses:
- Actively search for and build relationships with qualified MBE and DBE businesses within the project’s operating area.
- Conduct outreach to potential MBE/DBE subcontractors to inform them about upcoming project opportunities.
- Maintain a comprehensive database of MBE/DBE businesses, including contact information, capabilities, and certifications.
Contract Review and Compliance Monitoring:
- Review bid documents and proposals to assess MBE/DBE participation goals and strategies.
- Monitor contract compliance by tracking subcontractor utilization and payments to ensure MBE/DBE firms meet the required participation levels.
- Identify potential compliance issues and taking corrective actions to address any discrepancies.
Data Analysis and Reporting:
- Compile and analyze data on MBE/DBE utilization across projects to generate reports for internal stakeholders and regulatory agencies.
- Track progress towards achieving diversity goals and identifying areas for improvement.
Training and Education:
- Provide training to internal staff, including procurement teams, project managers, and contractors, on MBE/DBE compliance procedures and best practices.
- Educate MBE/DBE firms on the contracting process and requirements for participation in company projects.
Compliance Audits and Investigations:
- Conduct regular compliance audits to verify the accuracy of MBE/DBE subcontractor data and documentation.
- Investigate any potential compliance concerns and taking appropriate corrective actions.
Stakeholder Management:
- Build and maintain relationships with project stakeholders responsible for MBE/DBE regulations.
- Collaborate with industry associations and organizations to promote MBE/DBE participation.
Requirements
- Bachelor’s Degree in related fields of liberal arts, business, and economics.
- Minimum of 5-7 years of work experience in the construction industry.
- Strong understanding of MBE/DBE regulations, guidelines, and certification processes.
- Experience in contract review and analysis, particularly regarding subcontractor utilization, business utilization and workforce utilization.
- Excellent communication and interpersonal skills to interact effectively with internal and external stakeholders.
- Data analysis and reporting capabilities to track compliance metrics
- Ability to work independently and as part of a team
- Strong written and verbal communication skills required.

Required Computing Skills
- Working knowledge and understanding of technical design and portal aspects of SharePoint.
- Knowledge of computer software, such as Microsoft Office including Teams, Outlook, Excel and PowerPoint.
- Knowledge of project management platforms.
Employment Type
This is a Full-Time position based in the Baltimore Area, Maryland.
Salary Range
$72,000 per year
