Project Management Office Deputy for Science

Lawrence Berkeley National Laboratory (LBNL) is seeking an experienced project management professional for the position of Project Management Office Deputy for Science . This position is responsible for helping ensure that the Project Management Office identifies, prioritizes and achieves needed strategies and objectives to ensure a successful project management environment and culture at LBNL. This position reports to and will work with the Laboratory Project Management Officer to ensure that a framework in all of the competencies for successful project management is established, maintained and utilized and that the maturity of the project management discipline at the Laboratory is continuously improved.

The following information aims to provide potential candidates with a better understanding of the requirements for this role.

The Project Management Office (PMO) is chartered with providing assistance and assurance to the LBNL portfolio of Mission Critical Projects ensuring that these projects, whether they involve scientific facilities, infrastructure modernization, or systems development, are managed to the highest standards of performance. The guiding principle is that LBNL Projects will accomplish their defined scope on schedule and within budget, while being conducted in a manner that ensures needed quality, personnel safety, site security, and environmental stewardship. The PMO achieves these objectives by advising on the quality of preparation and execution of projects in the face of risk and uncertainty, providing an institutional project management framework, and leveraged project support.

Successful projects forward the Laboratory’s scientific mission. The PMO works with all scientific and operations divisions engaged in projects. The PMO’s level of engagement is based upon size, complexity or strategic importance of individual projects. The PMO has no line authority over projects, but rather assists and advises the respective line organization to strengthen their capability and competency for developing and executing projects. The PMO engages with projects throughout all phases with special emphasis on early project planning and development, active assistance and oversight throughout the lifecycle of the project, and assurance to the Laboratory Leadership.

What You Will Do :

  • Work with the Laboratory Project Management Officer to help develop and improve successful project execution throughout LBNL by creating a successful project management environment and culture.
  • Support the development of a successful project management organization and implement effective project management processes in highly collaborative multi-institutional projects, and ensure effective leadership of projects across the institution.
  • Develop institutional policy, procedures, guidance, methodologies, tools and training materials to improve project management at LBNL. Contribute to the development and maintenance of the LBNL Earned Value Management System (EVMS) and support the annual EVMS Surveillance.
  • Help ensure quality preparation and execution of projects by assisting scientific and operations divisions to strengthen their capability to organize and execute projects.
  • Provide oversight to assure that large, high-profile projects across the Laboratory are consistently being led and managed effectively. Institute project controls, reviews and documentation, and utilize EVMS or other project management techniques as necessary.
  • Help to ensure effective project oversight mechanisms, including organizing reviews and vettings, to ensure the quality of project management throughout all phases of a project. May include the identification and implementation of quantitative metrics or qualitative measures to track performance in individual projects and the LBNL project portfolio.
  • Act as an advisor to scientific and operations personnel, advisory groups and other project representatives. Participate in independent project reviews for projects at other Department of Energy (DOE) sites and serve as the Laboratory's primary contact for sponsors and customers as needed.
  • Serve as an expert resource for professional development, problem articulation and resolution, systems development (tools and techniques), and the conduct of projects of all sizes, types and complexities, including larger DOE projects subject of DOE Order 413.3.
  • Effectively develop relationships with and professionally interact with program managers, external customers, and other program / project representatives as appropriate.
  • Serve as a resource for subordinates and peers; effectively provide team leadership, and make innovative contributions to Group, Department, and Division projects consistent with the mission.
  • May serve as a chair of a committee or project management task force.

What is Required :

  • Bachelor’s degree with at least 15 years of relevant experience, including with large, complex projects with significant performance risk.
  • Recognized project management expert with demonstrated broad knowledge, skills and clear leadership in all aspects of project planning, including initiation, planning, and management of large and complex projects and application of appropriate cost and schedule management techniques.
  • Working knowledge and application of the major project management process groups and knowledge areas with the ability to tailor to specific project needs (for example, earned value management, risk management, scope, schedule and budget management, and stakeholder management).
  • Demonstrated ability to make independent decisions and lead support staff in defining overall objectives and the implementation of the necessary controls and monitoring to realize these objectives.
  • Experience in evaluating and representing project status, reporting, controls, and execution status to management or independent evaluation or review boards.
  • Strong ability to distill goals and objectives into concrete project requirements.
  • Experience in providing assurance / oversight of projects and project teams.
  • Capable of effective leadership in a collaborative environment, including the ability to serve as a chair of a committee or task force regarding project management in a scientific environment.
  • Demonstrated ability to lead by influence recognizing the PMO does not have the authority over project execution or project management staff.
  • Experience in utilization of EVMS (Earned Value Management System) techniques.
  • Proficient in the use of office software, including the Google suite of apps and MS Office. Proficient in WordPress and Google sites. Expert-level PowerPoint skills.

  • Desired Qualifications :

  • Knowledge of DOE and US Government project management orders, policies, guidelines and budget requirements, including DOE Order 413.3 and EVMS techniques.
  • Experience with projects conducted in a scientific environment.
  • Experience in drafting policy, procedure, and / or guidance documents.
  • Experience in drafting training curricula and providing training to staff.
  • Training and experience in computerized project scheduling, budgeting and tracking tools.
  • Certified Project Management Professional (PMP).
  • Licensed professional engineer (PE), architect, or scientist.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $190,000 to $260,000 annually; salary will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, as well as aligned with the internal peer group. It is not typical for an individual to be offered a salary at or near the top of the range for a position.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs, and remote work schedules may be considered.
