Job Description

We have an opening for a Joint Technical Operations Team (JTOT) Leader within the broader Nuclear Emergency Support Team (NEST) to provide full-time support to LLNL’s nuclear emergency preparedness and response activities within the Global Security (GS) Principal Directorate. You will be part of a team that manages LLNL’s support to NNSA’s nuclear emergency preparedness and response capabilities; the team includes the Accident Response Group (ARG), the Joint Technical Operations Team (JTOT), Stabilization (STAB), the Disposition and Forensics Evidence Analysis Team (DFEAT), the Radiological Assistance Program (RAP), DOE Forensics Operations (DFO), Consequence Management Response Team (CMRT) and the National Atmospheric Release Advisory Center (NARAC). This position reports programmatically to the Render Safe Operations (RSO) Associate Program Leader and administratively to the payroll supervisor of the hiring organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will

  • Provide technical and operational leadership, management, and planning for the >$8M budget, interact with stakeholder community, including NNSA, DOD, FBI, National Laboratory partners, and international partners as directed by NNSA.
  • Provide technical guidance and project leadership for JTOT Strategic Partnership Program and teams with a focus on defining, developing, and executing complex physic, electrical, and radiography experiments, which involve hardware design, fabrication, assembly, testing, qualification, and fielding.
  • Serve as primary technical and operational contact, representing LLNL’s JTOT in its interactions with the NEST management team and foster cross-program interactions and expansions.
  • Responsible for ensuring that LLNL’s JTOT is technically and organizationally prepared to respond to national needs while integrating the appropriate skills and functions within an operationally relevant timescale and while meet stringent security requirements.
  • Administer activities for staffing of JTOT response positions, attract, retain, recruit, and select staff with technical expertise.
  • Responsible for ensuring appropriate elements of communication, project management, risk management, and technical rigor are applied to ensure accountability and quality of products delivered by JTOT Strategic Partnership Projects (SPP).
  • Develop new program growth opportunities through interactions with current and potential sponsors and the development of research proposals.
  • General management and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, diversity and inclusion, and equal opportunity business practices.
  • Serve as a nationally recognized expert with significant knowledge of the technical and scientific expertise relevant to nuclear emergency preparedness and response and on external scientific or technical committees, representing the Laboratory.
  • Perform other duties as assigned.

Additional Job Responsibilities at the SES.5 Level

  • Management of a JTOT skillset including meeting the necessary training, mentorship, and Federal qualification requirements.
  • Established leadership of national level response by being a Federal Technical Home Team Leader at LLNL or equivalent.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Master’s Degree in Science, Engineering, or related field, or the equivalent combination of education and related experience.
  • Direct experience with NNSA nuclear emergency preparedness and response capabilities. Relevant technical experience supporting nuclear emergency preparedness and response.
  • Substantial programmatic experience in R&D and/or operational support relevant to NNSA response capabilities. Successful track record growing programs through sponsor engagement.
  • Ability to obtain and maintain a qualified JTOT responder Personnel Qualifications Standards (PQS) certification in one of the scientific, engineering or leadership skillsets. Training may take up to one-year and responders must meet response timeline criteria.
  • Substantial experience developing creative solutions to highly complex problems and a demonstrated ability to deliver a high quality, polished product in a timely manner.
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise and influence senior management and/or external sponsors.
  • Demonstrated ability to interact effectively in an interdisciplinary team of scientists, as well as independently.
  • Expert knowledge and substantial experience as a project manager or principal investigator of projects with competing priorities, loosely defined deliverables, and high visibility. Experience planning and tracking budgets including knowledge of financial systems.

Additional Qualifications at the SES.5 Level

  • Established nationally recognized response expertise with Federal leadership, partners and NNSA laboratories at deployed locations for JTOT and/or JTOT related activity.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors, including policy makers, external customers/sponsors, and a broader community of experts.

Qualifications We Desire

  • Ph.D. in science, engineering, physics or equivalent experience in NNSA weapons program and/or relevant to the JTOT mission which includes weapons science and engineering, nuclear diagnostics, arming and firing, radiography, health physics, and/or weapons effects.
  • Knowledge of LLNL financial systems and work control processes at LLNL.
  • Experience leading cross-functional teams in identifying mission essential tasks and developing training content designed to maintain proficiency in essential areas.
