Starting placement will generally not exceed 15% of the advertised initial salary range and is based on qualifications, experience, and internal equity.

GENERAL DESCRIPTION OF DUTIES
Assist in all phases of mechanical, electrical, and plumbing renovation/maintenance and CIP projects, including concept, design, permitting, construction and close-out. Coordinate with Facilities Management and Facility User to best address the needs and budget. Update and maintain space reports for County-owned facilities. Evaluate mechanical, electrical, and plumbing portions of building projects. Assist in the preparation of bid documents for MEP projects, including development of specifications and budgets. Review and recommend approval of pay applications for consultants and contractors on MEP projects. Assist in the preparation of agenda items for submittal to the Board of County Commissioners as required.

ESSENTIAL DUTIES
 Develop CADD generated construction drawings to facilitate internally executed space modifications.
Develop, update, and maintain floor plans for County facilities.
Review and evaluate construction progress for the purpose of approving pay applications.
Coordinate with Facilities Management and User Group to develop design parameters.
Assist the lead project manager in the design, permitting, and construction phases of MEP Capital Improvement Projects.
Evaluate the Mechanical, Electrical, and Plumbing design as part of the Building CIP project.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the engineering principals related to Building facilities.
Knowledge of the engineering design process for building facilities and site development.
Knowledge of Computer Aided Design and Drafting, including 3D Design.
Knowledge of Survey as related to the design process.

This position requires significant independent judgment as well as interpersonal skills.  

RESPONSIBILITY:  
Supervision Received
This position’s duties are generally defined and require significant independent judgment in determining work methods for the accomplishment of desired results. This position requires the ability to review all pertinent data and make adjustments/decisions about the level of effort needed to meet the project goals. Employee needs to be autonomous to make commitments on behalf of the County to address needs. Guidance is sought for proposed solution that will substantially impact the working area, facility operation, or when issues arise that have significant financial impacts.

INTERNAL AND EXTERNAL CUSTOMER CONTACT
Employee has internal and external customer contact for the purpose of coordinating the following: project development, planning, analysis and/or design, collecting data, implementing solutions, ensuring code compliance, and addressing the needs related to MEP engineering.
 
EQUIPMENT AND TOOLS USED
Equipment and tools used include a personal computer; word processing, spreadsheet, and specialized computer software programs such as AutoCad; scientific calculator, and vehicle.
 
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.  Requires regular walking for periods of time.  May need to stand for long periods of time.  May need to stoop/kneel/crouch.  May need to reach/handle/finger/feel.  Work primarily in a climate-controlled environment with minimal safety/health hazard potential.  Work primarily indoors.  Work mainly at a desk, usually seated in a chair. 
 
MINIMUM QUALIFICATIONS
Requires graduation from an accredited college or university with a Bachelor's degree in Engineering, Construction Management, or Architecture and four years of experience.
 
Necessary Special Requirements:
Must possess a valid Florida Driver's license and have a favorable driving record.
 
Selection Guidelines:
