Summary This position is located in the Space Utilization Planning and Design Section, Facility Services Division, Integrated Support Services Directorate, Chief Operating Officer. The incumbent of this position will work a flextime work schedule. Responsibilities The primary purpose of this position is to serve as a Program Specialist within the Facility Services Division, Integrated Support Services Directorate (ISS), in the Office of the Chief Operating Officer (OCOO). The incumbent works under the general supervision of the Space Utilization Planning and Design Manager (SUPD) The incumbent executes assignments that often involve organizing and managing several separate projects that must be carried out concurrently. The incumbent implements innovative space management strategies, manages furniture inventories and furniture and finish (F&F) contracts, recommends innovative and state-of-the-art technology solutions to improve and enhance the flexibility and utilization of workflow processes within the office space, and represents the SUPD at meetings with senior management as well as vendors, suppliers, and contractors. The work is largely evaluated in terms of work accomplishments, especially when uniquely different or sensitive projects are involved. The completed work is reviewed and evaluated in terms of overall effectiveness in achieving the goals, as well as the approach, conformance with controlling management policies, thoroughness, quality of results and timeliness of completion. Plans, directs and designs centralized and mission-specific projects under established and / or proposed program objectives. Exercises independence and judgment regarding preparation and execution of all aspects of space planning and project management for the many diverse organizational units in the Library. Analyzes and recommends solutions to space related and program issues. Develops and implements short- and long-term space plans for both human and material resources. Assists in the direction of the office's many space planning projects and programs. Plans, directs, and organizes studies and recommends solutions for solving assigned space problems. Provides advice, recommendations, and reports to senior management. Undertakes special technical studies and assignments as set forth by the Manager. Consults and provides advice in a specialized area of planning to obtain cooperation and agreement on specific plans and projects, such assignments may vary in size, scope, and complexity. These may relate to preparation of either recommendations, statements, plans, drawings and specifications, or some combination thereof, for space planning and interior design projects. This might also include those for special use of facilities, equipment and / or furniture needed for office or Library operations. The incumbent keeps abreast of the newest theories and developments in ergonomics, design and the many associated fields pertinent to the incumbent's duties. Participates in meetings and conferences with the Architect of the Capitol, ergonomic consultants, contractors, clients, and other offices within the Library as required, for pre-proposal conferences, budget, planning and project meetings. Makes formal and informal presentations to client offices and other personnel as required. Coordinates all approvals with the client, Office of the Chief Information Officer, Safety Services, Health Services, Facility Services, the Architect of the Capitol, and other offices as appropriate. Serves as project and / or manager for centrally managed activities, performing the full range of program / project management functions for space planning programs and projects. Manages site preparations as well as the selection, acquisition, and installation of new and surplus furniture and equipment. Assists in the development of interior design standards for furniture and furnishings. Prepares cost estimates and recommendations for annual furniture and ergonomic furniture replacement as requested. The incumbent serves as an authority on space and facilities matters and provides guidance and advice concerning issues that require considerable adaptation and / or interpretation of policies, procedures, or practices; may perform in-depth analyses to assess effectiveness of administrative policies and procedures for facilities service functions; interprets Library of Congress regulations; formulates instructions to implement newly developed or modified guidance and recommends modifications when appropriate; reviews updates to facility space, design, and ergonomic policies, documents, and requirements proposed or initiated by the Library of Congress; and plans, organizes and conducts studies or surveys of specialized facilities policies or functions; and recommends and implements new procedures or guidelines where existing policies are inadequate or nonexistent. Performs other duties as assigned. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
