We are seeking a highly motivated and analytical Business Analyst to join our Human Resources team.  This role will play a critical part in ensuring our HR operations are efficient, compliant, and aligned with business objectives.  The ideal candidate will be a proactive problem-solver with strong communication skills and a passion for continuous improvement.  You will be responsible for researching legislation, managing budget-related tasks, assisting with contracts and RFPs, and driving various HR projects.

Responsibilities :

  • Legislative Analysis & Compliance :   Conduct thorough research, review, and coordinate responses to Texas State legislation impacting Human Resources.  Maintain up-to-date knowledge of relevant laws and regulations.
  • Budget Management :  Assist in the preparation, review, and monitoring of the Human Resources budget.  Analyze budget variances and provide recommendations for cost optimization.
  • Contract & RFP Support :   Contribute to the contract and Request for Proposal (RFP) process, including analyzing proposals, summarizing key terms, and monitoring compliance with company policies and legal requirements.
  • Project Management :  Develop, implement, maintain, and complete assigned projects within deadlines and budget constraints. This may include process improvements, system implementations, or other HR initiatives.
  • Data Analysis & Reporting :   Collect, analyze, and interpret HR data to identify trends, insights, and opportunities for improvement.  Prepare reports and presentations to communicate findings to stakeholders.
  • Process Improvement :   Identify and recommend process improvements to streamline HR operations and enhance efficiency.
  • Collaboration & Communication :   Collaborate effectively with HR team members, other departments, and external vendors. Communicate clearly and concisely, both verbally and in writing.

Minimum Qualifications :

  • Bachelor's degree in Business Administration, Computer Science, Information Systems, or related field from an institution accredited by a nationally recognized accrediting agency.
  • Three years' experience developing, analyzing and presenting reports and data.
  • Proficient in the use of computer systems such as Excel, Access, PowerPoint, Visio, and Crystal Reports
  • Preferred Qualifications :

  • HR certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR)
  • Experience with project management methodologies (e.g., Agile, Waterfall)
  • Experience with data visualization tools (e.g., Tableau, Power BI)
  • Working Environment

    Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computer equipment, telephone, multi-functioning printer. Ability to travel to and from meetings, training sessions or other business related events.

    Physical Demand and Working Conditions

    Physical requirements include lifting up to 5 pounds occasionally. Subject to sitting and standing for long periods of time. Requires visual acuity, speech and hearing. Working conditions are primarily in an office environment and performs occasional field visits.

    May be required to work hours other than regular schedule on exception, such as nights, weekends, and holidays.
