Under administrative direction, provides functional and technical Enterprise Resource Planning (ERP) expertise in the functional evaluation, system configuration, testing, and functional execution of a large-scale enterprise business system implementation project including the human resources function configuration for developing software applications for areas such as human resources management, on-boarding, off-boarding, talent management, employee and manager self-service, benefits enrollment, time and labor, absence management, retirement, and position control systems, for the Los Angeles County Office of Education (LACOE) and Local Education Agencies, which include school districts, community colleges, Joint Powers Authorities, and charter schools.
The Well Qualified Candidate Will Possess the Following
Knowledge:
- Principles and practices of human capital management functional areas including: recruitment, applicant tracking, on-boarding, off-boarding, talent management, benefits enrollment, time and labor, absence and leave management, employee and manager self-service, and/or position control
- Implementation and configuration of human capital management ERP systems (e.g. PeopleSoft, Oracle, SAP, CGI)
- Principles and practices of enterprise business system functionality, database tables structure, implementation, analysis and design
- Principles of business process modeling, analysis, and improvement
- Business Intelligence (BI) practices and related technologies (e.g., SAP Business Objects, Microsoft Power BI)
- Computer-based project management, data management, and analysis systems
- Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements
- Analyzing and Interpreting Data – Drawing meaning and conclusions from quantitative or qualitative data
- Critical Thinking – Analytically and logically evaluating information, propositions and claims
- Professional & Technical Expertise – Applying technical subject matter to the job
- Attention to Detail – Focusing on the details of work content, work steps, and final work products
- Oral Communication – Engaging effectively in dialogue
- Writing – Communicating effectively in writing
- Customer Focus – Attending to the needs and expectation of customers
- Teamwork – Collaborating with others to achieve shared goals

- Project Management – Ensuring that projects are on-time, on-budget, and achieve their objectives
- Cultural Proficiency – Model communication and interaction that respect and include all individuals and their languages, abilities, religions and cultures
Education: A bachelor’s degree, preferably in management information systems (MIS), systems engineering, computer science, human resources, business or public administration, accounting, finance, industrial-organizational psychology, or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience: Five years of ERP system implementation and/or post-production support, including one full ERP system implementation life cycle in one or more of the following human capital management functional areas: recruitment, applicant tracking, on-boarding, talent management, benefits enrollment, time and labor, absence and leave management, employee and manager self-service, and/or position control.
Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required.
Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a Technical Project and Interview.
