Job Description

The Office of the Commissioner of the Revenue is seeking a Real Estate Appraiser II to perform a variety of professional commercial real estate appraisals of varying levels of difficulty for real property taxation purposes.

Responsibilities include performing professional work in the appraisal of commercial properties, as assigned, by researching, interpreting, and documenting benchmark market factors in order to derive equitable and justifiable property appraisals for commercial real property; determining appropriate benchmark market factors to value discrete neighborhoods of properties, and individual properties, by analyzing market comparable data, construction cost data, sale assessment ratio reports, coefficient of dispersion reports, and other commercially available data sources including MRIS and CoStar; using professional judgment to review existing records for any change in physical description including improvement conditions, site conditions, entitlements (including a basic understanding concept plans, site plans, and proffers), economic and functional changes or other factors that affect market value; reviewing and interpreting accounting records, leases and financial information to ascertain gross and net income for capitalization into an estimate of value. Conducts field inspections of properties to collect and verify property data. Interviews property owners and other relevant parties to obtain and verify property data. Reads and interprets a variety of maps and aerial photographs to ascertain boundaries and condition of the assigned commercial properties. The Real Estate Appraiser will also be responsible for select properties that require valuation beyond the typical mass appraisal process. The successful candidate will provide excellent taxpayer service in a challenging and fast-paced work environment while managing the valuation of properties within the appraiser's assigned neighborhood. Will confidently interact with property owners, or their representatives to ensure local tax compliance and defend assessments.

Hiring salary commensurate with experience.

Job Requirements

Any combination of education and experience equivalent to a Bachelor's degree and at least two (2) years of real estate appraisal or assessment experience. Four years mass appraisal experience desired.

The Appraiser should have a knowledge of market, cost and income approach and demonstrate a basic aptitude in the analysis of income and expense forms, sales data, vacancy ratios, expense ratios, capitalization rates, and cost and depreciation schedules. Should posses knowledge of computer applications related to the work (Microsoft Office, CAMA, Pictometry, Multiple Listing Services, GIS), and basic concepts and terminology related to commercial real property appraisal and taxation including knowledge of real estate markets and transactions. The Real Estate Appraiser should have a basic understanding of concepts, materials and terminology related to building construction, financial record keeping and accounting principles, and terminology, laws, codes and regulations.

Core skills include: analytical and critical thinking, planning and organizing, verbal and written communication, customer service, decision making, principles and practices of complex property appraisal purposes, and basic competency in operating industry specific computer applications. Additional skills include basic competency with methods and techniques of property ownership research and investigation.

Special Requirements

Must possess a valid driver's license. Designations from the International Association of Assessing Officers (RES, MAS, or CAE) preferred. Virginia Licensed or Certified General preferred. Must possess the ability to work in various outdoor weather conditions, traverse undeveloped land and tour construction sites and commercial facilities of all types. Occasional lifting and/or moving up to 25 pounds. Must be able to bend and climb steps/rough terrain as necessary. May be exposed to unrestrained animals when performing field work.

Must maintain a valid driver's license in Virginia or regional state of residence. Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Commissioner of the Revenue.
