- Coordinates all disaster related activities
- 2nd in Command to Surgeon General in LDH Disaster Authority structure
- Responsible for the day-to-day operations for the office including staff assignments, and plans/protocols approval
- Contract Management - prepare, develop, maintain budge, and administrative oversight of contracts: LA Hospital Association; Carville Retrofit; EMS (2 contracts); Nursing Services; Pharmacy Services; Health
- Education and Research
- Assumes day-to-day responsibility for ESF-8 incident command for disaster events
- Accountable for the direction of LDH personnel, equipment, and resources in disaster events
- Directs opening and closing of Special Needs shelters statewide
- Responsible for training emergency coordinators at all Louisiana hospital chains, nursing homes, and home health organizations throughout the year on Emergency Preparedness
- Coordinates with External Agency throughout the state on Emergency Preparedness activities including: American Red Cross, Military Dept., Louisiana Nursing Home Association, Louisiana Hospital Association,
- Louisiana Department of Transportation and other agencies.
- Responsible for the development of emergency preparedness planning for LDH for development, maintenance, and exercising of the following plans:
- Critical healthcare infrastructure preparedness (hospitals, nursing homes, etc.)
- Special population planning (home health, other special medical needs groups)
- Special event planning including:
- Overall catastrophic event plan framework
- Medical Institution Evacuation Plan
- Nuclear Plan event plan
- Chemical event plan
- Postal plan - Biological Detection System (BOS)
- General Biological event response plan
- Pandemic Flu plan
- Mass Fatality plan
- Develops and Conducts Emergency Preparedness Training events annually
- Prepares briefings for Legislature
