The individual in this position will be responsible for providing personnel services for Luzerne County Children & Youth. This position reports to the Executive Director of the Office of Human Services and may receive considerable direction from the HR Director, OHS Executive Director, and the Agency Directors. This position also receives guidance and support from the Human Business Partner and other OSH Human Resources staff as applicable.
EXAMPLE OF DUTIES
Prepare and submit job posting requests to the State Civil Service and ensure it is in accordance with State Civil Service, County Personnel Code, and Collective Bargaining Agreement guidelinesRequest appropriate State Civil Service Employment list for vacancies and review list for accuracy Notify managers and supervisors of eligible applicants and begin the interview process that comply with the Civil Service rules and regulations Provides information and assistance to applicants and the public regarding positions within the agencies and/or the State Civil Service System Maintains a tracking system for Performance Evaluations, new hires, and terminations Review job descriptions for appropriate classification and work with the agencies to develop accurate and concise job descriptionsInterpret and apply provisions contained in the separate State Civil Service Act and Rules, Management Directives, Luzerne County Personnel Code, Collective Bargaining Agreements, Memorandums of Understanding, and Agency/County policy manuals.Respond to requests for personnel information in conjunction with the Office of Human ResourcesSubmit to the appropriate parties, including the County Manager, information pertaining to all agency personnel actions for approval in accordance with the Luzerne County Home Rule Charter, Personnel Code, and Personnel Policy Ensure all personnel actions adhere to State Civil Service Rules, Luzerne County Personnel Code, Agency Compensation Plans and Schedules, Collective Bargaining Agreements, Memorandum of Understandings, and County policiesWork with auditors, answers inquiries, and obtains requested informationOrganize and facilitate new hire orientation Process employment reference checks and background clearances on all recommended candidatesSubmit newspaper and social media advertisements for recruitmentPerform all other duties and functions as assigned
SUPPLEMENTAL INFORMATION
Bachelor's degree in human resources, business administration or a related field and 3 to 5 years of progressively responsible human resource experience, or Any equivalent combination of training and experience which provides the required skills.
