What are the responsibilities and job description for the SENIOR PROCUREMENT AND CONTRACTS SPECIALIST position at Lynx Career Center?
Position Purpose:
Performs highly specialized work in the purchase of a variety of complex commodities, professional services, construction, supplies, and equipment for LYNX. Performs detailed work in the preparation, research, writing, evaluating, and administration of bids and contracts. Ensures proper administration of the solicitations, specifications, scopes of work and resulting agreement or contracts, and purchase orders issued by LYNX in support of departmental activity. The procurement process is an end to end process which consists of interdependent, multiple steps, and contract execution involving multi-million dollar contracts.
Essential Duties:
Performs complex and specialized purchasing work according to generally accepted public procurement principles. .
Provides initial and ongoing support to the department staff assigned to all types of moderately complex and simple procurement functions.
Prepares and reviews justifications, specifications, and scopes of work for high dollar and complex procurement; performs complex purchasing work according to regulatory requirements applicable to the work and established policies and procedures, and departmental guidelines.
Prepares specifications, legal advertisements, invitations and addendums to bid, Requests for Quotations, Requests for Qualifications, Requests for Proposals, solicitation schedules, contracts, contract amendments and options of renewals; advertises formal bids and solicits quotations; assists with facilitating bid openings and tabulations; conducts pre-solicitation conferences; conducts solicitation evaluation process and price analysis; reviews post-award documents.
Prepares formal solicitations and works with departments to develop scope of services and/or specifications, conditions and requirements; works with department users to evaluate complex bids to ensure compliance and consistency with purchasing policies and regulations while fulfilling department needs; assists departments with vendor disputes.
Tracks purchase requisitions and purchase orders on computer; investigates any outstanding purchase orders, invoices or inquiries; works closely with requesting departments and the supplier to reconcile problems pertaining to delivery of goods, procurement process, and/or receiving for the payment of goods.
Conducts meetings, interviews vendors, evaluates new products, and solicits user feedback for needed goods and services.
Communicates with vendors on product pricing, specifications and availability; participates in bid reviews with vendors; discusses results with department users.
Coordinates with DBE program to determine correct contract provisions and whether or not candidate qualifies for DBE certification.
Assists in the development, drafting, and review of new/revised procedures, and programs related to purchasing and contract administration.
Performs other duties as may be required or assigned.
Required Qualifications:
Bachelor’s Degree from a regionally or nationally accredited institution in Supply Chain Management, Accounting, Finance, Business Administration or a closely related field plus a minimum of five years of procurement and contracts experience; or an equivalent combination of related education, training, and experience.
Desired Qualifications:
Public sector procurement experience.
Certified Public Purchasing Buyer (CPPB); Certified Public Purchasing Officer (CPPO); Certified Purchasing Manager (CPM)
Knowledge, Skills, and Abilities (KSAs):
Knowledge of the principles, practices, methods, and techniques of procurement whether private or public.
Knowledge of applicable state and federal laws and regulations governing purchasing activities.
Knowledge of/ability to learn Federal Transit Administration (FTA) guidelines to Third Party Contracting.
Ability to work independently to organize, set priorities, and exercise sound judgment within areas of responsibility.
Ability to analyze and evaluate bids, proposals, purchase requisitions, specifications, and other purchasing-related documents.
Intermediate proficiency in Microsoft Office programs (Word, PowerPoint, Excel, and Access) and other standard software.
Ability to draft concise, comprehensive purchase specifications and efficiently conduct vendor and product research.
Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
Ability to exhibit a professional, courteous demeanor.
Ability to work in a diverse environment.
Work Environment and Special Considerations:
This position works in an office environment and in the field to support project development.
Must have a valid Florida Driver’s License and safe driving record if operating a company vehicle.

Salary : $64,590 - $80,000
