Description:
Under the direction of the Director of Information Technology, the Network Manager oversees strategic analysis, planning, development and implementation of LYNX’s data networking, voice, and infrastructure security resources. The Manager monitors for potential issues, optimizes network and system performance, research, and recommends solutions for hardware and software purchases to leadership. The Manager leads a team that designs, builds, and troubleshoots advanced network systems. This role develops, grows, and mentors team members skills and capabilities for growth. The Manager functions as a leader in the Information Technology department, ensuring the effective operation of the team as a customer focused, service-oriented unit providing the highest quality services to LYNX and our partners.

Essential Functions:
  • Lead and manage a team of network and cyber security professionals, providing training, guidance, and support to ensure effective performance and professional growth.
  • Configure, administer, and maintain computer networks, ensuring reliability, performance, and security by analyzing and optimizing network architecture and data flow.
  • Schedule and oversee system maintenance, including performance monitoring, troubleshooting, and implementing testing routines to resolve conflicts and operating malfunctions.
  • Manage and maintain systems including Microsoft M365, servers, routers, switches, Wi-Fi, WAN circuits, VoIP systems, and cybersecurity measures while ensuring compliance with organizational standards.
  • Collaborate with vendors for network equipment procurement, contract negotiations, and timely delivery of services, while consulting with the cybersecurity team and other IT members for comprehensive network strategies.
  • Develop and maintain disaster recovery plans to ensure network availability and data protection during failures or natural disasters.
  • Maintain accurate and up-to-date documentation of network configurations, diagrams, processes, policies, and procedures for troubleshooting, maintenance, and future enhancements.
  • Manage network security in partnership with the cybersecurity team, ensuring robust measures to safeguard data and systems against threats.
  • Ensure timely follow-up and resolution of helpdesk tickets related to network issues and provide troubleshooting support to the Cybersecurity team, Unified Communications, and Helpdesk staff.
  • Analyze network performance data and implement strategies to optimize bandwidth utilization, network throughput, and response times, aligning with established performance standards.
  • Research, develop, and revise IT policies, procedures, and user security measures to improve operational efficiency and align with organizational goals.
  • Work with department leadership to develop and implement long-term IT strategies, including project planning, resource estimation, and adoption of future network applications.
  • Regular and reliable attendance and punctuality is an essential function of the position.
  • Performs other related duties as may be required or assigned.
Required Qualifications:
  • Bachelor’s Degree from a regionally or nationally accredited institution in Information Technology, Business Administration, or a closely related field.
  • Five years of experience implementing and managing large, complex, enterprise class solutions.
  • Qualifying experience must include three years of supervising information technology staff.
  • Additional years of experience beyond the required five years may be substituted for education on a year-for-year basis.
Desired Qualifications:
  • Knowledge of industry standards and regulations related to network security and data privacy, such as GDPR and HIPAA, NIST.
  • Engineering level certifications with Microsoft.
  • Strong understanding of ITIL (Information Technology Infrastructure Library) framework and best practices.
  • Solid understanding of VoIP, complex routing, MPLS, Cyber Security
Knowledge, Skills, and Abilities (KSAs):
  • Strong leadership and team management skills, with the ability to motivate and guide a team of network and other cyber security professionals.
  • Extensive knowledge and proven skills with Dell servers, Microsoft operating systems, Cisco and Fortinet data switches, routers, and routing protocols, internet communications, firewall configuration, VoIP and network security.
  • Knowledge of the principles and practices of computer networks in client server and Microsoft Operating Systems environments; operating platforms and related operating systems; systems design; set-up; connectivity, configuration, testing and troubleshooting procedures.
  • Knowledge of the principles, methodology and applications of relational database theory, data recovery techniques; voice and data cabling specifications and application usage, voice over IP (VOIP), integrating Microsoft Network operating systems, configurations and implementation of virtual private networks, SQL server database setup/configuration and usage.
  • Solid understanding of network security principles and best practices, including firewalls, intrusion detection systems, access controls, and encryption techniques.
  • Strong analytical and problem-solving skills.
  • Ability to lead projects from requirements through implementation and work on multiple projects at the same time.
  • Ability to design and implement testing routines to troubleshoot and resolve malfunctions with networked systems, servers, and workstations, administer a system security program.
  • Ability to review, analyze, research, and make recommendations to meet user and corporate requirements for implementation of new technologies; write documentation for end user information and training materials.
  • Ability to develop and implement new computing architecture environments using new and emerging technologies.
  • Ability to carry out supervisory responsibilities in accordance with company policies and procedures, provide guidance and training, monitor employee performance, and handle employee corrective actions with proper documentation.
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
  • Work Environment and Special Considerations:
  • Works in an office environment with extended periods of sitting.
  • May be required to travel to and from agency locations.
  • Works within a 24/7/365 team to deliver IT support services across multiple departments and locations.
  • Must be available to work outside regular business hours depending upon the demands of the job, and in unusual or emergency situations, sometimes with little or no advance notice. May be required to work evenings, weekends, and holidays.
  • Must possess and maintain a valid Florida driver’s license and safe driving record.
  • LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, requires 24-hour availability in the event of an emergency or disaster.
Physical Requirements:
  • Close visual acuity to perform an activity such as: viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes. Visual acuity to operate motor vehicles or heavy equipment. Visual ability to distinguish colors, specifically between red, green, blue and yellow. Visual ability to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
  • Ability to lift 20 pounds.
  • Ability to sit and stand for extended periods of time; bend, stoop, reach, push/pull, kneel, crouch, and crawl.
  • Fine dexterity such as pinching, picking up or working with fingers rather than whole hand/arm required.
  • Ability to hear sounds at normal speaking levels, to receive information through oral communication and to make fine discriminations in sound.
  • Ability to verbally express or exchange ideas by means of spoken word.
