GENERAL SUMMARY
Under direction, this position performs position control and wage administration tasks of a confidential nature for Human Resources and Labor Relations (HRLR). Organizes, updates, monitors, evaluates and reconciles the position control system. Processes and audits all pay changes. Accurately audits, updates, and maintains HRLR records and produces reports as assigned. Calculates and inputs data. Troubleshoots and analyzes discrepancies as needed, exercising critical thinking and independent judgment. Provides administrative support as assigned.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Performs complex position control and wage administration duties which requires a thorough understanding of human resources operations and a high degree of accuracy, critical thinking and independent judgment.
Monitors, balances, reconciles, and maintains position control, wage data and related records.
Processes, updates, monitors, evaluates and reconciles all pay changes in multiple Human Resource Information Systems (HRIS).
Reviews, audits and manages the administration of the wage increment process.
Updates, audits and maintains HRLR records and ensures accuracy for administrative decision making.
Ensures records are maintained in an accurate and timely manner.
Processes, calculates, reviews and inputs data related to budgeted County positions and employees.
Works closely with the Macomb County Finance Department to verify positions are budgeted and authorized; creates and adjusts positions as needed.
Processes and adjusts education allowance payments as appropriate.
Communicates with department heads, managers and supervisors to implement costing allocations and supervisory organizational hierarchies within the HRIS system.
Analyzes and troubleshoots hiring and onboarding process issues and works closely with the recruiting team to ensure a timely resolution.
Researches and responds to inquiries by HRLR staff, county departments and county employees; provides administrative support as necessary.
Analyzes, troubleshoots, and resolves discrepancies as needed in time tracking, payroll and position control business processes.
Compiles and prepares confidential reports, exhibits, proposals and information for labor negotiations and grievance and arbitration hearings.
Assists others in determining needs and explaining HRLR policies and procedures; initiates necessary action to assist administratively.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
  • High school diploma or GED equivalent
  • A minimum of two (2) years of human resources or payroll experience
  • Two (2) years of data analysis experience, including auditing, validating information, interpreting and/or analyzing data and reports
Preferred Education and Experience
  • Associate’s degree from an accredited college or university in Business, Accounting or a related field
  • Three (3) years of experience managing and manipulating data within computer systems and related software applications, including Workday and Microsoft Excel
  • Three (3) years of experience monitoring and auditing salary administration tasks

  • HIPAA and other laws and policies regarding confidentiality
  • HRIS Systems and speciality computer systems, including Workday, Precision and Onbase
  • Microsoft Office and Google products, such as Googledocs and Googlesheets

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with staff and the public
  • Auditing data and troubleshooting issues
  • Exercising independent judgment and initiative in analyzing problems and making recommendations
