What are the responsibilities and job description for the Payroll Specialist position at Macon-Bibb County Government?
The Payroll Specialist is responsible for bi-weekly processing of payroll earnings and deductions and other tasks related to the Macon-Bibb County payroll system. The Payroll Specialist must exercise discretion in executing essential functions, maintain confidentiality of employee information and effectively communicate with various stakeholders.
- Initialize, review and completes biweekly time and attendance processes using a computerized payroll system to ensure employees are paid accurately.
- Processes payroll ACH payments.
- Reviews payroll adjustment forms for validity and accuracy.
- Tracks and checks time entry for accuracy in use of pay codes, accruals records, and compensation hours against departmental approvals in NWS.
- Prepares periodic reports, including quarterly Unemployment Compensation report to the Georgia DOL, reporting to child support offices, and termination reporting to all court-ordered agencies (child support enforcement, tax revenue agencies, Chapter 13 Trustee).
- Assists departments with payroll questions and advises departments on proper means of completing time entry into the payroll system.
- Maintains confidentiality with sensitive information connected to employee and retiree data used to process payroll.
- Prepares and maintains accurate records and reports of payroll transactions, supporting records and other financial and tax information.
- Resolves discrepancies and provides information to departments/employees for payroll related issues.
- Process and submit quarterly 941 and G-7 tax forms and any associated amendments.
- Research and interpret laws associated with benefits, taxes, and other pertinent regulations.
- Collaborate in the preparation of W-2’s. Submits corresponding year-end financial tax information to the Social Security Administration and tax revenue agencies.
- Processes special payrolls and issue manual checks as needed.
- Generates reports during and after payroll for analysis and comparison.
- Works with management to develop practices and procedures to process special payroll.
- Maintain responsibility for payroll testing.
- Performs other job duties to support the Finance Department as assigned by management
The Payroll Specialist should possess at a minimum, an Associate degree in Business, Accounting or Finance with three (3) years of Payroll/Finance experience, a Bachelor’s Degree in Accounting, Business or Finance with one (1) year of Payroll/Finance experience, or an equivalent combination of six (6) years education and experience which provides the required knowledge, skills and abilities to successfully perform the duties and responsibilities of the position. Possession of a valid Georgia Motor Vehicle Operator's License.
- Knowledge of federal and state Laws and regulations related to payroll.
- Knowledge of local government organization and administration.
- Knowledge of garnishments, and wage earner, which are subject to payroll deductions.
- Knowledge of practices, principles, laws, and regulations applied to automated payroll administration.
- Ability to resolve problems in a timely, efficient, and effective manner.
- Proficiency with the use of computers, including Microsoft Office programs.
- Knowledge of methods and techniques of research, statistical analysis, and report preparation.
- Ability to plan, coordinate, and organize work; set priorities and meet critical deadlines.
- Ability to keep records and files applicable to payroll administration confidential and to perform mathematical calculations related to same.
- Ability to communicate effectively both orally and in writing.
- Ability to adapt to changes in payroll rules, procedures and laws.
- Ability to maintain effective working relationships with employees and with members of the general public by fostering goodwill and providing good customer service.
- Ability to work and develop within a team environment while mastering individualized development.
- Knowledge of Georgia Retirement System is a plus.
- Knowledge of New World Software and work in a governmental organization is a plus.
