Position Overview

Under general supervision, this position is responsible for coordinating the purchase of various goods, supplies, equipment and services required in the operation of the Madison County Commission to ensure compliance with county policies, State of Alabama Competitive Bid Law and Public Works Law, as well as any applicable federal regulations. Work is conducted using independent judgment and discretion in coordination with the Director of Financial Planning and Analysis.

Essential Duties and Responsibilities

  • Maintains accurate and updated listing of all available purchasing contracts, cooperatives, etc. to ensure that departments/employees have the necessary tools available to make informed purchasing decisions.
  • Proactively works with department heads and/or employees to determine purchasing needs and the most cost effective and efficient means of meeting those needs.
  • Manages the bid process to competitively solicit for the purchase of goods and services in accordance with the State of Alabama Competitive Bid Law and the Alabama Public Works Law.
  • Works with suppliers to determine factors that affect pricing and determine lowest cost consistent with quality and reliability.
  • Monitor supplier progress and performance and develops corrective action and risk mitigation plans as required.
  • Researches and prepares bid specifications in coordination with the appropriate department head and/or employees.
  • Ensures that all bid solicitations are submitted through the County's online bid management system and made available to all appropriate vendors.
  • Evaluates bid submissions to ensure that all specifications are met and makes recommendations to the County Commission as to the low bidder meeting specifications.
  • Maintains appropriate documentation regarding each bid for review by the State Examiners' Office.
  • Approves purchase orders and change purchase order requests in the absence of the Procurement Clerk.

Education and Experience

Education
Bachelor's degree preferred from an accredited four-year college or university.

Experience, Knowledge, Skill, and Ability

  • 2 years of experience in government purchasing.
  • Thorough knowledge of procurement best practices with particular reference to local government.
  • Considerable knowledge of or demonstration of willingness to learn the Alabama Competitive Bid Law and the Alabama Public Works Law.
  • Knowledge of various federal requirements pertaining to procurement for federal grants. Ability to analyze data and make recommendations.
  • Thorough knowledge of Microsoft Office including Excel and Word.
  • Ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with county officials, employees, and the public.

  • Must be able to remain in a stationary position for extended periods of time.
  • Must be able to communicate effectively.
  • Will need to be able to operate office product machineries, such as a calculator, copy machine, and computer printer.
  • The person in this position needs to move about inside the office to access the file cabinet, office machinery, etc.
