Madison School & Community Recreation (MSCR) serves a community of 230,000 in Madison, WI, with 75 full time and 2200 seasonal staff members. MSCR offers a full range of recreation programs and services utilizing school facilities, parks, and other community facilities. Programs include fitness, aquatics, adult and youth sports, after school child care, summer camps, outdoor adventure, middle school youth resource centers, arts, and sports camps. MSCR is a department of the Madison Metropolitan School District, providing public recreation and after school programming for the Madison community since 1926.

Purpose of Position: The purpose of this position is to develop, promote, maintain, supervise and support after school and summer programs for middle and high school age youth.
Supervisory Responsibilities:
Directly supervise a number of full and part-time, seasonal employees that work in MSCR programs throughout the year. Supervise West Side Site director’s in their roles and expectations. Support Site Directors in their communication, relationships and conflict resolution with participants, families, program and school day staff, partners and other stakeholders. Communicate regularly with school-based staff to collect paperwork such as payroll, snack and attendance reports.
Essential Duties and Responsibilities:
Responsibilities include planning, implementing and supervision of year-round programs. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties will be required and assigned.
Provide supervision and support for Middle School After School staff and programs, middle school clubs, middle school intramural sports. Provide general support to site coordinators to problem solve (eg. crisis, transportation issues, etc).
Research, plan, design and implement a full range of summer recreation and enrichment programs for middle school-aged youth.
Plan and coordinate special events for the Secondary Team (e.g. Festival of the Arts, Middle School Socials, Youth Appreciation Dinner, city wide field trips).
Coordinate and provide support for PASS AmeriCorps, Urban League, Centro Hispano and other after school partners.
Hire, train, supervise and evaluate program leaders, instructors and volunteers.
Plan and lead professional development for seasonal staff.
Conduct program visits to observe instructor/leader techniques and evaluate instructor/leader and program effectiveness.
Assist with the development of program budgets and monitor expenditures and revenue.
Research, purchase, organize, distribute and maintain inventory of program supplies.
Establish and maintain effective working relationships with program personnel, with other MSCR staff, with the public and with community organizations.
Work with Marketing Specialist to promote all MSCR secondary programs.
Track participation statistics, maintain necessary records, develop and submit required reports.
Monitor and approve employee payroll.
Communicate regularly with school-based staff to collect paper work such as payroll, snack and attendance reports.
Use of Infinite Campus, Data Dashboard, Cayen and other data platforms regularly to complete regular county reports, CLC, PASS and MSCR reports.
Collect participant data from school-based staff, prepare monthly attendance and demographic reports, and write quarterly reports.
Assist program administrator prepare and organize materials for meetings, distribute information to staff, attend meetings, develop community partnerships, order and deliver program supplies, etc.
Coordinate after school and summer transportation for middle school programs and summer camps.
Assist with hiring, training and placement of seasonal staff and volunteers.
Serve as a liaison between school-based staff (MMSD and MSCR) and MSCR administrators.

Qualifications:
Bachelor's degree in recreation management, human service or related field, and a minimum of two years’ experience working in recreation program planning and supervision of community recreation programs, including supervision of staff and volunteers; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Organizational skills and the ability to prioritize multiple tasks, work under tight deadlines, and use effective time management.
Proficiency with Microsoft Office Suite, and Google docs and other Google applications.
Experience working cross-culturally and/or commitment to work towards improving one’s own cultural competence, i.e., valuing difference/diversity, recognizing personal limitations in one’s skills and expertise and having the desire to learn in these areas.
Ability to prepare, organize and maintain accurate records, including attendance, demographic and other student data as required.
Ability to use MMSD’s Infinite Campus, Data Dashboard and other data platforms used by MMSD, or the ability to learn and use these programs within six months of hire.
Knowledge of positive youth development and asset building.
Desired Qualifications
First Aid and CPR/AED certification or willingness to obtain within 6 months of employment
Knowledge of MSCR and MMSD systems, policies and procedures

Working Conditions:
Flexible work schedule may include working Monday through Friday, with flexible work hours between the hours of 9am and 6pm, some evenings and weekends as assigned by supervisor or dictated by program needs.
Physical Requirements:
Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and lifting, carrying, pushing and pulling objects and materials of moderate weight, twenty to fifty pounds.
Ability to operate a variety of office equipment (personal computer, phone, fax, copier).
Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
