Position Description
The project manager/estimator is responsible for providing estimating, oversight, and management of the civil and marine construction projects, assisting with bids and proposals, client maintenance, and business development.
Position Essential Job Functions
Travel
- Will be required to travel to various US domestic client sites and other office locations approximately 30-60% of the time

Opportunities/Business Development
- Develop and implement process improvements to maintain a competitive edge in the market
- Stay engaged with client relations and development
- Identify and opportunities on bids sites or via relationship leads
- Sign up and attend in site visits
- Prepare the bid/no bid to present to management for final review and decision

Estimates and Proposals
- Review plans and specifications to complete the quantity take-off
- Identify associated costs i.e. labor, material, subcontractor and equipment costs
- Work with the Operations Managers to obtain durations, crew size and equipment needs for estimates
- Identify and communicate project specific risks
- Determine means and methods
- Participate in bid reviews

Transitioning successful bids to active job status
- Review all contracts in purview
- Work through the contracting process with the legal team
- Negotiate and establish subcontracts as needed for all projects in purview
- Transition the estimate into project budget
- Develop the CPM schedule
- Lead the process for submittals and reporting documentation as required by the owner and public agencies including, USCG, DOE, EPA or other state and local agencies

Project Support
- Lead all contract negotiations & change order identification and negotiations
- Coordinate self-performed and subcontracted work activities with onsite Superintendent

Spearhead site health and safety on projects with the support of the safety team
- Perform weekly safety audits
- Review of the critical path schedule on a daily basis
- Oversee the companies site personnel
- Oversee the procurement and acquisition of materials; oversee quality control of deliverables to projects
- Keep live tracking, forecasting and reporting of job costs
- Prepare and update project schedules

Lead all financial and schedule meetings through duration of projects in purview
- Coding/ tracking receipts for daily job expenses
- Bi-monthly cost to complete report (every two weeks)
- Internal financial and progress review of budget and schedule
- Oversight of purchases and approvals
Qualifications
Education/Experience
High school diploma required
4 year degree or 5 years total experience in management of construction projects
2 years in marine construction preferred
2 years estimating small heavy civil construction projects preferred
Knowledge/Skills
Experience with estimating software
Experience with HCSS
Excellent verbal, written and electronic communication skills
Capacity to participate in all phases of the estimating and bidding process
Working knowledge of standard construction practices and law
Experience in computer-aided design (CAD) and drafting preferred
Construction estimating/bidding
Ability to interact effectively and professionally with members of the office and operational staff
Strong computer skills
Physical / Mental Requirements
Perform work in office and field settings
Be available after hours and on weekends as needed
Must be able to pass a pre-employment drug test and background screen
Valid driver’s license, valid auto insurance, clean driving record
Must be able to withstand the following for up to 12 hours per day in all weather conditions (Sun, Rain, Sleet, and Snow): stand, sit, walk, push, pull, squat, crouch, bend, stoop, crawl, kneel, climb stairs and ladders, repetitive reaching, and repetitive hand use
