SUMMARY OF ASSIGNMENT
Under the direction of the Director of Maintenance, Operations and Capital Projects, this position will oversee the district’s buildings, maintenance program including grounds, vehicles and heavy equipment. This position also assists in budget preparation and monitors related budgets; manages related information systems and administrative activities; promotes a quality service environment. This position will co-manage the maintenance programs of assigned responsibilities. This position serves as a liaison between the Director and principals in providing direction of the maintenance programs. This position directly supervises maintenance and grounds personnel. This position is subject to Federal Highway Administration (FHWA) drug and alcohol testing as provided by District Policy #5259.
ESSENTIAL FUNCTIONS
- Provides for an effective and efficient maintenance program; promotes a quality service environment; inspects the district’s buildings and grounds on a regular basis; analyzes technical maintenance and repair problems; advises and directs appropriate staff on investigative procedures, corrective and preventative measures; monitors and approves work plans and schedules; reviews completed work for effectiveness; identifies and corrects problem areas, modifies assignments; and adjusts staffing levels to priorities and projects; approves maintenance work requests. Ensure the proper and safe use of tools and equipment.
- Reviews, establishes and communicates maintenance emergency procedures to ensure a smooth work operation; responds to emergencies and/or unscheduled work requests during regular and/or hazardous buildings and grounds conditions; plans and schedules the periodic inspections and related corrective measures of all fire detection and reporting, suppression systems, elevators, and asbestos and hazardous materials; contributes to a safe working environment.
- Responsible for conducting staff interviews and recommending new hires/transfers, evaluates, trains, approves staff leaves and overtime, and disciplines assigned staff when necessary. Develops and conducts new employee departmental orientations. Promotes effective relationships with staff at all levels of the organization.
- Assists in the development, implementation, inspection, and monitoring of all ongoing activities for small capital projects; ensures compliance with all pertinent codes and regulations; maintains documentation for assigned construction projects; responds to inquiries. Interacts closely with Planning and Construction, reviews plans and specifications, participates with the development of standards.
- Designs, implements, monitors, and recommends quality improvement in maintenance administrative procedures and work processes in areas such as maintenance tracking and management, quality assurance program and all accounting and purchasing functions. Assists the department with budget planning, prepares projections, and monitors budget status, reviews and controls expenditures.
- Assesses the computer software and hardware systems in conjunction with the Information Technology Services department. Reviews and makes recommendations on software system selections, supervises the maintenance and updates of the SchoolDude system.
- Performs research, compiles data, develops scope and specifications to purchase and/or contract services, materials, and equipment used in the maintenance and ground services department and assigned small capital projects.
- Assists the Director in the recommendation, preparation, and monitoring of policies and procedures in assigned areas. Participates in departmental professional development initiatives and programs, as directed.
- Provides technical and administrative assistance to the Director, communicates with other District departments, general public, community groups, and outside agencies to ensure compliance with public health, safety, and district liability regulations.
- Continues professional study and activity. Uses current knowledge on educational and administrative matters. Generally responds positively to suggestions for professional improvement. Modifies own behavior on the basis of self-appraisal.
- Ensures the safe and courteous operation of assigned District vehicle.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience
- High school diploma or equivalent (GED), AND
- Five (5) years of progressively responsible experience in the following areas: electrical, plumbing, mechanical, structural, grounds and facility operations, or
- Successful completion of a four year state approved apprenticeship program in one of the following areas: Mechanical, Electrical and Plumbing, Structural or Boiler (class 3 minimum) or an ICC commercial certification and three (3) years of experience. and
- Two (2) years of supervisory experience.
Certification and Licenses
- ValidWashingtonState driver’s license and proof of insurance.
- Valid First Aid/CPR Card or the ability to obtain certification within the first 90 days of employment.
- Possess national Playground Safety Institute certificate or the ability to obtain certification within the first six months of employment.
- Possess Asbestos Hazard Emergency Response Act (AHERA) certificate or the ability to obtain certification within the first six months of employment.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of skilled multi-crafts practices, procedures, and related equipment.
- Knowledge of grounds and equipment maintenance and safety.
- Knowledge of state and local regulations concerning construction and building maintenance, purchasing policies and procedures.
- Knowledge of supervisory practices and procedures.
- Skill in oral and written communication, obtaining, clarifying and exchanging information.

- Skill in establishing and administering a preventative maintenance program.

DESIRABLE QUALIFICATIONS
- Be a member of Washington Association of Maintenance and Operations Administrators (WAMOA) or join with in the first 90 days of employment.
WORKING CONDITIONS
Hours may vary depending on district needs. Daily work is performed in the following environmental conditions; wet, humid, hot conditions and may be exposed to inclement weather; work in high precarious places; potential risk of exposure to fumes, pollens, airborne particles; may be exposed to insects and other pests; work near and around moving mechanical parts. Requires sitting, turning, lifting objects using proper lifting techniques weighing 60 – 75 lbs. Must be able to use fingers, hands, arms, legs, vision, hearing, sit or stand for prolonged period of time. Special vision requirements: must be able to identify and distinguish colors; close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more). Routinely requires dexterity and balance. Requires driving in normal and adverse weather conditions. May be required to drive in congested areas for extended periods. Must be able to bend, stretch, twist, walk, reach, carry, push, stoop, crouch, and hear. Exposures will include viewing VDT screens, infectious diseases, occasional noise, various road and traffic conditions. Requires occasional work on evenings and weekends.

CONDITIONS OF EMPLOYMENT
Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303.
