Director of Residential Programs

FLSA Status: Salaried, exempt

Job Summary:

This position is responsible for managing all residential program operations. The Director of Residential Program plans, organizes, directs, controls, and provides the leadership to achieve the program’s short-range and long-range business development objectives. This position facilitates effective and efficient coordination and delivery of services; oversees the department all activities contained within, including all regulatory compliance applicable to residential services.

Essential Functions:

  • Directly supervises all residential program staff.
  • Assists in the development of strategic planning and business growth.
  • Ensures all new and ongoing program-related initiatives are operating effectively by identifying feasibility and cost effectiveness within guidelines of funding and other regulatory agencies.
  • Monitors implementation of initiatives; measures achievements against objectives; and directs modification of plans as conditions warrant.
  • Develops, initiates, maintains, and communicates policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. Monitors the performance of the Compliance Program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness.
  • Develops, recommends, and monitors the annual residential program budget; ensuring that the budget, expenditures, and services are appropriately safeguarded and administered within authorized funding resource levels; writes corrective action plans for funding sources as necessary.
  • Promotes and maintains good working relationships with outside agencies and associations applicable to programs.
  • Handles executive level correspondence, complaints, and inquiries ensuring prompt attention and resolution.
  • Establishes a working relationship with the Board of Directors to accomplish specific goals as directed.
  • Maintains a working knowledge of and Complies with all regulations and standards for services.
  • Adheres to agency policies and procedures and the Agency code of ethics and complies with the Federal, State and Agency Mandated Regulations.
  • Participates in community activities, network groups, and related professional organizations to be aware of ongoing changes within the human and social services professions.

Knowledge, Skills, and Abilities:

  • Proven skills in working with or providing services for individuals with physical and/or intellectual disabilities and/or special needs.
  • Ability to work as part of a comprehensive service and health orientated team and to represent the Agency in the community.
  • Familiarity with community support systems, health care and human service resources, court, and police activities, etc.
  • Demonstrates commitment to continued professional growth and development.
  • Conveys a professional and positive image and attitude regarding the Agency.
  • Must be of excellent moral character.
  • Must speak effectively before large or small groups.
  • Must have a good command of written and spoken language.
  • Must demonstrate strong leadership skills.
  • Must be experienced in program planning and budgeting.
  • Ability to successfully operate a personal computer and sustain a working knowledge of required software, including Windows and MS Office Applications.
  • Ability to adhere to the professional code of ethics.
  • Knowledge of and ability to comply with the Federal, State and Agency Mandated Regulations.

Minimum Qualifications:

  • Minimum of bachelor’s degree (B.A.) from a four-year college or university in a Social or Human Services or related field (audiology, community counseling, occupational therapy, physical therapy, social work, social welfare, psychology, sociology, rehabilitation counseling, special education, speech/language therapy, etc.) is required. Master’s Degree preferred.
  • At least ten (10) years professional experience in the health and/or Human/Social Services field, or at least ten (10) years professional experience in an Administrative Management field, and eight (8) years supervisory experience with proven leadership skills.
  • Must have minimum five (5) years’ experience in a position relating to the provision of residential services to individuals with intellectual disabilities with oversight of policies, procedures, and supervision of management level staff.
  • Possession of a valid driver's license. A current Motor Vehicle Record Check required.
  • Must submit to a pre-employment, random, and for cause drug screen.

In accordance with Federal and the state of Pennsylvania regulations governing facilities/agencies that offer care-dependent services, a facility/agency may not hire an applicant nor retain an employee required to submit a criminal history report if the criminal history report reveals a felony conviction under The Controlled Substance, Drug, Device and Cosmetic Act or a conviction under any of the Pennsylvania Crime Codes. In addition, any felony offense under Chapter 39, of the Crime Code (relating to theft & related offenses), or two or more misdemeanors under Chapter 39 will prohibit hiring of the applicant or retaining the employee.

The Agency requires a Criminal Background Check, MA Fraud Check and Child Abuse History Clearance at the time of hire as well as periodically throughout employment.

Physical Demands:

  • High-stress position based on full responsibility for program services.
  • Handles detailed, complex concepts and problems and makes rapid decisions regarding administrative issues.
  • The employee must constantly talk, see, focus, and hear.
  • The employee is frequently required to sit, walk, stand, bend, twist, stoop, kneel, crouch, crawl, push, pull and reach.
  • The employee must occasionally to frequently lift, push, pull, and/or move up to 20 pounds.
  • The employee must have fine manipulation ability of both hands.

Job Type: Full-time

Pay: $68,000.00 - $87,000.00 per year
