The Training Specialist delivers classroom and helps develop online courses through the application and utilization of adult learning principles. The Training Specialist will perform a wide array of assignments in alignment with the Human Resource department's initiatives. The Training Specialist will work with internal and external clients to plan, rehearse and support instructor led and online training courses. This position will also support the new hire training process and will support the Workforce Planning and Development division with projects and operational tasks as needed.
Working Conditions
Indoor/outdoor situation; Lifting equipment up to 25 lbs. alone, up to 75 lbs. with assistance. Possibility of working in a high noise environment while performing certain responsibilities; sitting for long periods of time, working on computer.
Essential Functions

Plans, researches, and develops a variety of training programs and initiatives that support employee development at all levels of the organization. Evaluates and selects appropriate instructional materials, technology tools, and resources to enhance learning outcomes.
Designs and delivers employee orientation programs and countywide training courses. Collaborates with subject matter experts to ensure content accuracy and alignment with organizational policies, procedures, and strategic goals.
Assesses training software and e-learning tools, provides recommendations for new programs, and assists with the implementation and troubleshooting of training-related software systems.
Partners with departments and internal stakeholders to conduct training needs assessments and identify skill gaps across the workforce. Analyzes findings to inform the development of targeted learning solutions.
Provides individual and group career counseling to employees, guiding them in identifying career goals, assessing developmental needs, and creating customized development plans that align with internal job pathways and succession planning efforts.
Coordinates all logistics for instructor-led training events, including venue setup, scheduling, and material preparation. Develops and distributes promotional communications to increase awareness and participation in training programs.
Serves as a facilitator, producer, or moderator for virtual training sessions. Supports the development, editing, and publishing of engaging online training content within the Learning Management System (LMS).
Manages all new hire learning plans and updates learning plan records within the LMS. Ensures accurate tracking, reporting, and maintenance of employee training records.
Gathers and compiles training evaluation data and employee feedback. Assists in analyzing training effectiveness and reporting key learning metrics to stakeholders.
Tests new LMS features and updates to ensure functionality and usability. Provides technical support and training to end users and recommends process improvements for more efficient LMS administration.
Performs other related work as required (including weather or other emergency duties.
Bachelor's degree in Instructional Design, Graphic Design, Education, or Human Resources.
Minimum of two (2) years' work experience related to training and development.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Equivalent combinations of education and experience may be considered.
Knowledge, Skills, and Abilities:
Strong knowledge and application of adult learning theory and instructional design principles with a focus on eLearning/virtual design and training methodologies utilizing the latest interactive learning technologies.
Exceptional written and oral communication skills. Demonstrated ability to communicate with, influence and impact people at multiple organizational levels.
Proven ability to design engaging instructor led/ online training programs.
Able to effectively articulate and communicate instructional requirements for content, clarity, style, spelling, and grammar.
Demonstrated ability to work autonomously in a fast-paced environment with multiple priorities and deadlines.
Preferred knowledge of audio and video editing.
Preferred knowledge of Adobe Illustrator, Photoshop, Premiere Pro and After Effects.
Proficiency with eLearning content authoring tools including Articulate Storyline a plus.
