What are the responsibilities and job description for the Planning and Zoning Tech I to Senior (DOQ) - Community Planning and Zoning position at Manatee County Government?
Work Location: 1112 Manatee Avenue West, Bradenton, Florida 34205
Work Hours: Monday - Friday, 8:00am - 5:00pm
These are technical and professional positions which perform work engaged in Planning and Zoning related functions for programs and/or projects within the Department. Responsibilities may include, but are not limited to, technical, planning and/or zoning assignments regarding Comprehensive Plan, Rezones, Developments of Regional Impact, Neighborhood Planning, and regulating the requirements in the Land Development Code. Specific functions are listed below and represent normal progression from Planning & Zoning Technician I to Senior Planning and Zoning Technician.
Progression to a higher level is dependent upon several criterion. Factors include, but are not limited to, competencies, skills, experience, education, and certifications which may apply to State or local requirements as well as budgetary constraints. Progression to each level requires achievement of specific criteria and documentation by Development Services Division Manager/County Zoning Official.
Note: Position level and salary will be dependent on qualifications (DOQ).
Working Conditions:
Indoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Essential Functions

All Levels:
Monitors Section Email inquiries from General Public and Professional Developers and responds or distributes for responses.
Answers front counter phones and routes to the appropriate person.
Performs research utilizing departmental resources.
Processes fee receipts and intake of land development applications.
Prepares site plan files for routing and distribution.
Conduct inspections of development site for installation of erosion and sediment control devices and general project compliance.
Respond to citizen complaints.
Performs other related work (including weather or other extreme emergency duties) as required.Technician Level II:
Responds to General Public and Development Professionals inquiries at front counter.
Researches and prepares written zoning verifications for signature by Senior Technician.
Reviews building permits for zoning compliance.
Schedules pre-application conferences and maintains conference calendars.
Provides assistance to Address Coordinators.
Prepares over counter basic zoning verifications.
Technician Level III:
Advanced technical position, expert in all development review Technician functions, under direction of Senior P&Z Tech, reports to Section Manager.
Prepares written reports and findings.
Reviews site plans for compliance review.
Provides direction Tech I & II positions.
Maintains databases used by staff with updated information.
Provides expert technical assistance to both internal and external customers.
Performs research and provides assistance for Senior Tech, internal, external customers and Managers when required.
Lead technical position provides direction, assistance and training and coordination to P&Z Tech I-III. Reports directly to Section Manager.
Reviews and signs written Zoning Verifications.
Researches and prepares Administrative Determinations for Managers signature.
Periodically reviews section processes and updates.
Trains and Coordinates Tech I-III in all job functions, monitors progress and reports to Section Manager.
Updates and maintains sections written procedures under direction of Section Manager.
Provides assistance to Planners, Public and Development Professionals on Land Use requirements.
Technician Level I:
High school diploma or equivalent certification required.
Florida Storm water, Erosion, and Sedimentation Control Inspector Certification or ability to obtain within six (6) months of employment, if assigned to Code Enhancement.
Technician Level II:
High school diploma or equivalent certification required.
Minimum of one (1) year professional experience in planning, construction, zoning and land use regulation, engineering or field closely related to area of assignment.
Equivalent combinations of education and experience in Planning, Zoning, Construction, Land Use Regulations, Engineering, Environmental Science, Landscape Architecture, or field closely related to area of assignment may be considered and substituted on a year for year basis.
Technician Level III:
High school diploma or equivalent Certification.
Minimum of three (3) years of professional experience in planning, construction, zoning and land use regulation, engineering or field closely related to area of assignment.
Equivalent combinations of education and experience in Planning, Zoning, Construction, Land Use Regulations, Engineering, Environmental Science, Landscape Architecture, or field closely related to area of assignment may be considered and substituted on a year for year basis.
Senior Technician:
High school diploma or equivalent Certification.
Minimum of four (4) years of professional experience in planning, construction, zoning and land use regulation, engineering or field closely related to area of assignment.
Equivalent combinations of education and experience in Planning, Zoning, Construction, Land Use Regulations, Engineering, Environmental Science, Landscape Architecture, or field closely related to area of assignment may be considered and substituted on a year for year basis.
All levels:
Equivalent combinations of education and experience may be considered.
Valid driver's license required with valid Florida driver license required within 30 days of hire.
