Overview
S&BD’s Policy Strategy team is responsible for proactively developing and aligning MPC’s position on policy related opportunities and subsequently partnering with other internal organizations on MPC’s advocacy strategy. This includes both existing and developing regulations and legislation which may impact the enterprise. The principal areas of focus for this role include federal fuels policy programs as it relates to our business. The team’s success requires significant cross-functional collaboration to ensure appropriate consideration of enterprise-wide perspectives of policy matters. This will include close alignment with MPC Government Affairs and external industry trade groups.
The position will report to the Policy Strategy Director and be based out of MPC’s Findlay campus. It will offer broad exposure to senior leadership as well as internal and external subject matter experts.

Key Responsibilities
- Lead and facilitate cross-functional team(s) to evaluate and drive internal alignment with ongoing and upcoming federal fuels and vehicle regulations that may impact MPC’s business and strategy
- Represent MPC on technical subcommittees within trade organization such as the American Refining and Petrochemical Association (AFPM)
- Partner with Government Affairs, trade groups, and other internal/external stakeholders on an advocacy strategy to drive towards the best policy outcomes for MPC/MPLX business
- Support advocacy strategy execution, which may include providing subject matter expertise, drafting MPC communications, and/or participating in meetings with external parties and officials as a representative of MPC
- Shift participation from a reactive approach to a proactive policy development approach that drives value for MPC and aligns with our long-term strategy
- Effectively distill complex policy issues into concise and easy to understand language and terms and communicate issues, considerations, and recommended positions in a concise manner to executive leadership
- Provide on-going education and awareness to senior and executive MPC leadership on current regulations and policy
- Develop a clear and concise roadmap for potential future policy impacts on near and long term business planning needs, investment decisions, and corporate strategy
- Engage with external subject matter experts (SMEs) to leverage external perspectives to validate or reexamine our view on regulations
- Partner with internal stakeholders to ensure appropriate policy considerations in investment economics and strategy development
- Bachelors degree required; advanced degree in engineering, law, business or related field preferred
- Experience in the energy industry with a minimum of 7 years of experience in commercial, legal, business or a similar field
- Excellent presentation skills with experience presenting to mid-level and/or senior management
- Ability to build relationships and gain trust with internal and external stakeholders
- Adapt to shifting priorities that may require assistance in other team focus areas
- Proven collaboration skills to influence stakeholders and gain buy-in without positional authority
- Strong interpersonal skills to manage diverse groups of internal stakeholders who may have varying business perspectives as it relates to MPC’s position for a policy matter
- Ability to read and understand contracts, regulations, and legislation
- Travel expected up to 25%
- Experience in policy and advocacy strategy development and execution, with preferred candidate possessing experience in these fields with close connection to MPC/MPLX business
- Ability to interpret complex policy language and issues into easy to understand communications
- Ability to interface with all levels of the organization
- Ability to think beyond the status-quo and promote change management
