Introduction
The Department of Information Technology (DoIT) provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.
Striving to provide the highest level of customer service to its internal and external customers, DoIT supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross-agency collaboration and advocating best practices for operations and project management.
Main Purpose
The Microsoft Identity Engineer will help design, implement, and support the enterprise identity and access management (IAM) solutions across both on-premises and cloud environments. In this role, you will be responsible for maintaining secure identity infrastructure using Microsoft technologies, including Active Directory, Microsoft Entra ID, Conditional Access, Microsoft Identity Manager, and other IAM tools.
The ideal candidate brings deep technical expertise in identity architecture, authentication protocols, access governance, and automation. You will work closely with security, networking, and platform teams to ensure that identity services are reliable, scalable, and aligned with organizational security and compliance policies.

Position Duties
- Manage and maintain the Microsoft Identity Infrastructure such as but not limited to Active Directory, Microsoft Identity Manager, Entra ID.
- Monitor system performance, troubleshoot issues, and implement necessary updates and patches.
- Ensure security and compliance by configuring and managing security settings, policies, and access controls.
- Create, manage, update identity onboarding, offboarding workflows for agencies.
- Improve identity workflows integrations for off the shelf software and internal applications
- Work with PowerShell and active directory attributes with 3rd applications
- Collaborate with IT and other departments to integrate Microsoft Identity services.
- Work closely with the IT team to ensure seamless integration and operation of Microsoft Identity Services.
- Coordinate with other departments and agencies to understand their needs and provide tailored solutions using Microsoft Identity Services.
- Report to the Identity & Access Management Director and provide regular updates on system status and project progress.
Minimum Qualifications
- Preferred degree in Information Technology, Computer Science, or a related field.
- 3–5 years of experience as an Identity Engineer or related role in enterprise environments.
- Proficient with scripting and automation (PowerShell, Graph API, etc.).
Preferred Qualifications
- Microsoft certifications such as SC-300, AZ-104, or MS-100 are a plus.
- Experience with non-Microsoft IAM Tools such as Okta, ForgeRock, SailPoint, etc
