What are the responsibilities and job description for the Assistant Project Manager - Rail Division (Program Manager IV) position at Mass Dept of Transportation?
- Assist in overseeing and managing maintenance work done on MassDOT owned or controlled property and other railroad property (ex: Sec. 130 funded grade crossing projects; Industrial Rail Access Program projects). This will include participating in the development of a maintenance plan and budget, as well as reviewing and evaluating the responsible party’s compliance with that plan. Establishing and updating the scope, schedule, and budget are essential parts of this task. This task will also include reviewing and approving invoices to assure timely and appropriate payment.
- Assist in budgetary, performance, quality goals for all work to be performed in conformance with good railroad practice and applicable state & federal requirements, in a timely and cost-effective manner. Develop and/or maintain records, plans, specifications, agreements, procurement documents, inspection reports, etc. Oversee and manage work performed by design consultants supporting MassDOT. Travel statewide, as required, to perform required work activities.
- Assist in providing and facilitating coordination with federal, regional, state, and local transportation, planning and economic development officials, rail operators, and shippers regarding rail projects conducted by MassDOT Rail & Transit Division.
- Participate in the development of an Asset Management System for MassDOT’s rail portfolio and support that work by securing, organizing, and providing information on the condition, use and needs of MassDOT properties.
- Participate in the annual development of MassDOT’s Capital Improvement Plan, including scoring and recommending a program of projects that accords with available resources and reflects the Commonwealth’s policies and priorities for rail.
- Assist in managing MassDOT’s agreements with operating railroads. This includes oversight of the railroad’s activities to the extent that that oversight is contemplated by the agreement, providing regular reports on compliance, and recommending action on requests that the operating railroad may make.
- Responsible for managing statutory processes (ch. 161 C options and ch. 40 sec. 54A permits), including serving as hearing officer.
- Assist in assessing safety elements of current program and help develop safety oversight program, if required by the Federal Railroad Administration (FRA) or other.
- Recommend improved business practices for carrying out the above and related responsibilities.
- May be required to work with other Division of MassDOT such as Aviation Division in their DRONE program to survey our railroad right of way and the Highway Division on street grade crossings.
- Other duties as necessary.
- Have some knowledge of Railroad track construction, project management, FRA regulations and inspection requirements, general construction, safety principles, and/or railroad maintenance equipment.
- Able to review plans, specifications, agreements, procurement documents, inspection reports, and budgets.
- Excellent verbal, presentation, and written communications skills, including group settings and in public meetings.
- Excellent organizational skills and ability to multi-task; high customer service focus with attention to detail, accuracy, and on-time delivery.
- Proficient in the entire Microsoft Office Suite and in data management tools, technologies, and methodologies.
- Ability to problem solve and take initiative.
