The Proposal Manager will analyze all bid instructions to identify requirements for proposal and pre-qualification submittal, create task matrices, assign deliverables to appropriate team members, and manage the RFP proposal process from beginning to end ensuring timely and accurate submittals. The Proposal Manager is responsible for submitting and uploading the final proposal to the appropriate customer platform.

Responsibilities
- Develop proposal management process, implementing best practices and improving organizational efficiency.
- Lead the organized collection, storage, and maintenance of proposal information such as company information, project references, personnel resumes, etc. building a knowledge library for the organization.
- Develop professional relationships with key procurement resources and act as a point of contact for clients and prospects before, during, and after the RFP process.
- Set up and maintain customer portals for receiving and submitting bids.
- Analyze requests for information (RFI), requests for quotes (RFQ), and RFP as described above to identify requirements for proposal submittal.
- Develop task matrices and summarize the evaluation criteria to guide the proposal team during proposal development.
- Create documentation for go/no go decisions and facilitate meetings for go/no go decision making
- Utilize various software programs to update boilerplate proposal materials.
- Initiate legal and executive reviews, ensuring all necessary approvals and signatures are received for bids.
- Develop document control standards and ensure all information is documented, distributed, and archived accordingly.
- Develop non-technical proposal responses.
- Assist in developing and supporting the technical proposal response, to include writing draft work plans, proofing, editing, and formatting.
- Manage the proposal team ensuring proposal deadlines are met and that information provided is complete and accurate. Collaborate with various contributing departments throughout the RFP process such as legal, insurance, and safety.
- Meet challenging proposal deadlines by establishing priorities and target dates.
- Prepare and develop materials for client meetings, interviews, and presentations.
- Manage the bidding pipeline, entering all opportunities in Salesforce. Hold weekly review sessions and capture the next steps to advance the pursuit.
- Provide weekly reporting on the bidding pipeline to executive leadership.
- Mentor and develop proposal coordinators and office managers in other areas of the business.

- Minimum 5 years’ experience preferred in:
- Construction administration.
- Utility.
- EHV transmission/substation construction environment.
- Strong understanding of the bidding/proposal process.
- Minimum 4-year college degree.
