What are the responsibilities and job description for the Project Manager on Bridge Painting jobs position at MCI Momentum Consulting?
A. Provide Subject Matter Expert services to LIRR on various line structures bridge painting projects.
B. Review and inspect design submittals and consider materials, painting products, containments, and scaffolding.
C. Ensure comments from the design consultant and LIRR are incorporated into shop drawings and approved Project design.
D. Ensure third-party Contractor work complies with all construction contract requirements.
E. Complete pre-construction surveys of existing conditions.
F. Supervise junior Inspectors.
G. Assist LIRR in developing scopes and specifications for the Projects.
H. Prepare Project plans, work plans, and weekend work plans.
I. Coordinate with the Projects’ contractors to ensure that Project look-aheads and work plans are properly integrated into the Projects’ schedules.
J. Evaluate and recommend appropriate construction activities, ensuring that all work procedures follow the Association for Materials Protection and Performance Industry Standards to support the railroad environment.
K. Coordinate Roadway Worker Protection Training for on-site contractors.
L. Serve as liaison for third-party contractors, LIRR, and/or outside agencies.
M. Coordinate Maintenance and Protection of Traffic, site mobilization, and site preparation.
N. Monitor containment installation, engineering controls, surface preparation methods,
coating system application, air sampling protocols, painting products, and Material Safety Data Sheets in accordance with Contract Drawings and Specifications. O. Monitor, process, and coordinate change order requests, change orders, Requests for Information (“RFIs”), and RFI responses.
P. Record contractors’ daily activities and progress of work in detail, highlighting inconsistencies, non-conformances, field tests, labor and equipment allocation, and critical activities in the form of a daily written report to be submitted to LIRR.
Q. Perform follow-up actions to correct non-conformance to prevent adverse impact on progress of the Projects.
R. Proactively resolve engineering and construction related problems and promptly inform the Project Chief Executive Officers when appropriate.
S. Validate and monitor contractors’ invoices.
T. Monitor final site clean-up, record archiving, submittals, demobilization, and closeout.
U. Stop work if work is observed being performed in an unsafe manner.
V. Consultant may be required to navigate around sites that include, but are not limited to, inclined embankments, train tracks and ballasts, and lifted work platforms.
W. Review contract documents and direct meetings as required with the third-party contractors, LIRR Engineering, LIRR Business Unit of MTA C&D, and other railroad departments/divisions.
EXPERIENCE
A. A bachelor’s degree in engineering.
B. Minimum of five (5) years’ experience in construction project management within an operating railroad environment. Relevant experience shall be considered in lieu of a bachelor’s degree in engineering:
- A High School Diploma and a minimum of ten (10) years’ experience in construction project management shall be considered in lieu of a bachelor’s degree in engineering.
- An associate’s degree in engineering or construction/project management and a minimum of eight (8) years’ experience shall be considered in lieu of a bachelor's degree in engineering.
- A Certified Construction Manager from the Construction Management Association of America or a Project Management Professional (PMP) from the Project Management Institute alongside a minimum of six (6) years’ experience shall be considered in lieu of a bachelor's degree in engineering.
C. The Association for Materials Protection and Performance and Senior Certified Coatings Inspector certifications. Each must be maintained throughout the duration of the Task-Order.
D. Consultant must be certified by the National Institute for Certification in Engineering Technologies for a Level IV Certified Inspector in Civil Engineering Technology. Certification must be maintained throughout the duration of the Task-Order.
E. Minimum of five (5) years’ experience in managing scopes of work, budgets, and schedules.
F. Minimum of six (6) years’ experience performing steel painting inspection services (e.g., bridges, water tanks, towers).
G. Minimum of six (6) years’ experience with Railroad or Federal Highway Administration engineering practices and means and methods related to bridge painting and construction.
H. Working knowledge of New York State Department of Transportation and Maintenance and Protection of Traffic standards and specifications.
I. Must have the ability to travel between various jobsites quickly and efficiently.
J. Proficient in the Microsoft Suite and programs such as Word, Excel, Teams, PowerPoint, and AutoCAD.
K. Experience reviewing contract documents and directing meetings with the third-party contractors.
