Description
The Human Resources Director/Risk Manager is responsible to develop, implement and administer all County personnel functions and programs including life-cycle recruitment, discipline and termination recommendations, compensation recommendations, employee relations, and policy and procedure development recommendations. As Risk Manager, they are also responsible for managing all workplace injuries, ensuring all safety protocols are created, implemented and followed, and creating and implementing evacuation plans and fire exit routes. This position is located in Watford City, ND, scheduled for Monday – Friday, and reports to the Board of County Commissioners. Level and salary commensurate with experience.
Essential Job Functions
- Direct and coordinate the implementation of HR operations and services. Supervise office support staff including scheduling, work assignments/ special projects, training, counseling, and evaluating. Develop and/or implement policies and procedures, forms, work methods, job priorities to be followed, and coordinate all Departmental work.
- Ensure compliance of/with federal, state and local laws, regulations codes and standards. Advise according to these standards and ensure compliance throughout the McKenzie County Departments
- Serve as a partner to all departments, providing support in relation to performance management, employee relations, staffing, etc.
- Manage, oversee, and resolve complex employee relations issues. Conducts effective, thorough and objective investigations. Oversee Department Head resolutions and advise accordingly
- Oversee, participate and track all recruitment efforts.
- Direct the ADA and FMLA processing
- Maintains in-depth knowledge of legal requirements related to management of employees, reducing legal risks and ensuring regulatory compliance.
- Prepares and manages departmental and project budgets; forecasts staffing, equipment, and material expenses for budget planning; monitors and controls expenditures; and adjusts budget items as needed
- Attends Board of County Commissioner meetings and hosts quarterly department head meetings. Advise and present to McKenzie County BOCC on all HR related subjects
- Provide policy guidance. Research, change and / or develop new policies as necessary
- Forecast staffing needs for all departments and direct recruiting efforts. Directs compensation and benefit programs for the County including but not limited to job classifications, wages, position development, etc. for the purpose of ensuring the County is in compliance with applicable state and federal regulations. Work in conjunction with the Auditor’s Office for management of employee benefits programs, including health insurance, retirement, etc
- Creates, implements and delivers employee training as needed. Evaluate and change training programs as needed.
- Manage and oversee all workplace injuries, including root cause analysis following an injury
- Makes recommendation as to additional programs to implement to mitigate risk of injury
- Oversee the creation and management of Driver Qualification files in accordance with the FMCSA
- Update County forms as needed, such as offer letters, performance review templates, internal change forms
- Research, implement and maintain Human Resource Information Systems. Work closely with Auditor to ensure payroll systems are accurate and updated appropriately
- Other duties as assigned for business needs
Level and salary commensurate with experience; starting at $99,480 per year
Minimum Qualifications
- Bachelor’s Degree in Human Resources, Business Management or related field
- 8 years’ experience in a Human Resources role
- 2 years’ leadership experience
- Valid driver’s license
- High School Diploma or GED
- Occasional travel for training purposes
- Proficient with MS Office programs including Word, Excel and Outlook
- Excellent communication and interpersonal skills
- Must be able to report to Watford City, ND daily at required schedule time
