MD&A is looking for a HR Operations & Payroll Manager to oversee payroll processing and associated financial reporting, HRIS and HR system management, compliance with federal and state employment laws, and partner with the HR Team on development of HR policies and procedures. The ideal candidate will have a deep understanding of HR systems, strong analytical skills, and a commitment to ensuring compliance with all relevant laws and regulations.
Our HR Operations & Payroll Manager reports to the Director of HR, located in Latham, NY, and is part of a dedicated and focused HR/People Operations Team who support MD&A’s #1 priority – OUR PEOPLE.

Payroll Process & Financial Reporting
- Oversee and manage the accurate and timely processing of weekly payroll for all US employees
- Manage, coordinate and execute 401k audits and reporting, including annual discrimination testing, annual audit, and monthly/quarterly payroll audits
- Ensure compliance with federal, state, and local tax regulations related to payroll
- Assist in resolving discrepancies as they occur
- Manage company’s HR Information System (HRIS) and other HR systems ensuring data integrity and seamless integration with other company and vendor systems
- Monitor and optimize HR system setup, workflows and processes to improve efficiency and accuracy
- Train and support HR staff and end-users on system usage and best practices
- Ensure compliance with all federal, state and local employment/payroll laws and regulations, including FMLA, FLSA, EEO, wage and hour laws, and others
- Stay current with changes to employment laws and implement necessary changes to policies and procedures
- Coordinate internal audits and address any identified compliance issues
- Develop, update, and enforce HR policies and procedures that align with company goals, legal requirements, and best practices
- Provide guidance on application of HR policies, ensuring consistency and fairness across all levels of the organization
- Generate regular reports related to payroll, benefits, compliance, and HR Metrics
- Use data analytics to identify trends, monitor key performance indicators (KPIs), and provide actionable insights to HR Team and Sr. Leadership
Minimum Qualifications:
- 5 years of experience managing payroll and/or HRIS system(s) in a multi-state and multi-entity environment
- 5 years of experience with implementing HR Information Systems, including payroll, timekeeping, recruiting, onboarding, and performance, as well as system integrations
- Extensive knowledge of payroll function, including preparation, balancing, internal controls, and payroll and tax regulations
- Bachelor's Degree in Human Resources or related field preferred
- Proficient with Excel, with strong analytical and problem-solving skills
- Knowledge of Paylocity system
- Certified Payroll Professional (CPP)
- Strong problem-solving skills, including building out processes
- Ability to work in a cross-functional environment
- Highly organized, accurate, and detail-oriented
- Acumen and curiosity to learn the business and support process improvements
- Maintains composure to meet deadlines and when faced with pressures from managers or employees
- Experience working in a fast-paced, growing environment
