Job Summary:
The Child Support Staff Development Specialist serves as a trainer and subject matter expert for all aspects of the Child Support program, including Case Initiation, Establishment, Modification, Enforcement, and Court duties. This role involves developing and delivering training for new hires and ongoing staff development, maintaining up-to-date training materials, and providing mentorship. The Specialist collaborates with supervisors to ensure quality assurance, effective staff performance, and fosters positive relationships within the unit. Additionally, the Specialist handles customer inquiries, resolves complaints, and communicates effectively with various stakeholders while maintaining confidentiality and adhering to Mesa County DHS values.
Essential Duties

- Acts as a unit-wide trainer and subject matter expert for Case Initiation, Establishment, Modification, Enforcement, and Court.
- Accurately performs Child Support Case Initiation, Establishment, Modification, Enforcement, and Court duties.
- Possesses in-depth expertise in Child Support program rules (Volume 6), policies, procedures, Colorado Revised Statute, and Colorado Rules of Civil Procedure.
- Develops and conducts comprehensive training for new hires and ongoing skill enhancement of established staff across all areas of the Child Support Unit.
- Proactively updates and maintains training materials to align with evolving program policies and procedures.
- Prepares and delivers training to staff when there are changes in program policies, rules, and processes.
- Establishes relationships with new hires, guiding them through the training process, while providing ongoing guidance and mentorship to staff within the unit to support their development and success.
- Assists supervisors with quality assurance functions such as case audits, caseload analysis, and over the shoulder support.
- Assists supervisors in leading and coaching staff to effectively execute their job functions within the Child Support Program.
- Fosters strong, collaborative, and trusting relationships with the child support unit and supervisors.
- Provides customer service by actively listening to and being inquisitive about the whole person and engaging in service delivery with a collaborative, human-centered approach.
- Acts as a liaison to assist in the resolution of customer complaints.
- Works collaboratively on complex cases, effectively communicating with the Child Support Supervisors and Attorney to resolve case issues. May be called upon to take action to correct the case.
- Responds to inquiries from court clerks, attorneys, child support officials, administrators, staff, and clients providing clear information while using discretion and judgment.
- Oral and written communications must be timely, professional, clear, and effective.
- Maintains confidentiality and protects against unauthorized disclosure of Federal Taxpayer information.
- Conducts self in accordance with Mesa County DHS values.
- Fosters a positive attitude and actively contributes to a supportive work environment.
- Other related duties as assigned.
Minimum Requirements:
Education and Experience:
- High school diploma or equivalent
- Minimum of two (2) years of related Child Support experience is required.
- Will complete Establishment and Enforcement certifications within six (6) months of hire date.
- Will complete Case Initiation, Modification, and Court training within one year of hire date.
- Any combination of education, training, and experience which provides the knowledge, skills, and abilities required for the job.
Physical Requirements and Working Environment:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.
Work is generally confined to a standard office environment.
Employees may be exposed to disease of known or unknown origin, blood-borne pathogens, body fluids and tissue, the threat of direct or indirect violence/conflict by other individuals, and other unanticipated circumstances associated with the position.

Pay: $27.48 - $35.29 per hour
