JOB SUMMARY:


Plans, organizes and directs the activities and assigned equipment and personnel in the performance of road and construction maintenance operations; plans and carries out administrative and technical decisions. Answers and follows up on public complaints on a daily basis.

Essential Duties

ESSENTIAL JOB FUNCTIONS:

Employee is subject to Commercial Drivers Drug/Alcohol Testing.

Carries out supervisory responsibility in accordance with County policies, procedures and applicable laws including: training in job skills; inputting daily information into our asset management program accurately, accurately tracking stocked materials, planning, multitasking, assigning and directing work; appraising performance; addressing complaints and resolving problems.

Plans, allocates, and monitors time, people, equipment, and other resources for the County to ensure efficient organization and completion of work.

Prepares long range and short-term construction schedules based on resources and funding. Develops strategic plans for construction activities.

Reads and interprets construction plans and drawings and plans work accordingly. Comfortable with partnering with other departments on various projects.

Reviews and investigates proposed construction sites to determine resources and equipment. Comfortable with the SUE process / Calling in 811 locates.

Monitors productivity/work flow and resolves problems to ensure deadlines are met. Prepares reports and daily logs.

Plans, organizes, assigns, reviews, and controls work production and activities, to include procedures, allocation of resources, problem resolution, and training of employees.

Attends and participates in staff meetings, completes required forms and paperwork, and prepares work program and reports work progress periodically.

Identifies and develops potential sources of supplies, materials, equipment, and services that are capable of providing appropriate quality at appropriate prices.

Assists in preparation of the departmental budget by making suggestions as to the equipment required.

Talks with local residents and business owners to answer questions and resolve problems.

May act on behalf of the Division Director in his/her absence.

Serves as lead worker on projects as necessary.

Responds to customer complaints.

May act in subordinate positions in their absence.

Employee is subject to Emergency call out with 60 minute response time to emergency conditions of county roads.

Oral and written communications must be clear and effective.

Performs other related duties as assigned.

Minimum Requirements

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:
High School diploma or equivalent and five (5) years of related experience and one year supervisory experience

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:
Class “A” or “B” Colorado Commercial Driver's License - Tanker Endorsement
(endorsement can be obtained after hire)
Road Scholar Program Certification
State Flagger Certification (can be attained after hire)
Brake Certification (can be attained after hire)

Supplemental Information

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 100 pounds.

The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold for long duration, outside atmospheric conditions, traffic noise, and dust for sustained periods of time. Occasional exposure to mud/rock/snow/slide conditions and flash flooding.

The employee is frequently exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery.

The employee is occasionally exposed to possible bodily injury from electrical shock, falling from high places, and toxic or caustic chemicals.

While performing the essential functions of this job, shaking objects or surfaces; conditions such as fumes, noxious odors, mists, gases, and poor ventilation that affect the respiratory system eyes, or the skin.

The employee is frequently exposed to loud noise, high speed and high-volume road conditions and other traffic hazards.
