Position Summary 

The Regulatory Compliance Lead is responsible for validating that sound maintenance practices are being performed on Metrea’s TANKER aircraft, engines, and components in accordance with company policies, applicable FARs, Technical Orders, and Metrea’s Aircraft Maintenance Plan. The individual audits and ensures that the maintenance and inspection programs within the Tanker aircraft maintenance organization meet all applicable regulatory requirements. Additionally, the Regulatory Compliance Lead serves as the primary authority for the inspection of third-party vendors, developing, implementing, and monitoring the inspection program to ensure that aircraft and associated equipment maintenance complies with regulatory authority requirements and manufacturers’ specifications. 

 

This role involves close collaboration with all maintenance staff to ensure adherence to all standards, policies, and procedures while also serving as a liaison with local aviation regulatory authorities. The Regulatory Compliance Lead monitors and provides recommendations on changes to the Quality Standards Manual and other quality-related programs. This position requires meticulous attention to detail, a comprehensive understanding of aviation regulations, and the ability to work independently to maintain regulatory compliance and uphold industry standards.

 

Essential Functions Statement:

 

  • Must have in-depth experience with aircraft Heavy Maintenance events such as C-Checks and PDMs on large transport category aircraft.  (Tanker aircraft, such as KC-135 or KC-10 experience preferred)
  • Must be knowledgeable of the applicable Manufacturers maintenance manual, company operations specifications, FARs and applicable portions of the company operations and maintenance manuals
  • In-depth understanding of AS9110/ISO9002, EASA, 14 CFR 145 Repair Station, 14 CFR Part 91, 121 CAA quality systems and documentation requirements.
  • Monitor the inspection program to ensure compliance with applicable regulations and manufacturers' specifications.
  • Audit that proper execution of major repairs or alterations and initiate necessary changes in the maintenance inspection program
  • Able to interact in a professional manner with suppliers, customers, and internal staff members to address quality issues.
  • Oversee the quality of the work performed on company aircraft by both internal and external maintenance providers.
  • Ensures that records of all Heavy maintenance work performed by the Repair Station, including work order sheets, parts certifications (form 8130-3s, Certificate of Conformities, etc.), inspection checklists and aircraft permanent records, are maintained in good order and in accordance with applicable FARs, and the company Quality Standards Manual.
  • Provide inspection coverage as specified by the task being performed, to ensure the task is properly completed. Perform thorough inspections of aircraft, components, and maintenance procedures to ensure compliance with regulatory requirements, manufacturer specifications, and company policies.
  • Develop and maintain inspection procedures, manuals, and documentation systems to ensure thorough and accurate record-keeping and reporting.
  • Act as the primary point of contact for regulatory agencies, representing the company during audits, inspections, and investigations.
  • Final review of paperwork for completeness. Ensure that appropriate entries are made in permanent maintenance records and that only authorized signatures are used for airworthiness release and logbook entries.
  • Ensure access to the latest revision of pertinent FAR’s, FAA Advisory Circulars, and other FAA, OEM data.
  • Maintains calibration programs to include records for precision tool/test equipment and ensures that this equipment is calibrated within the specified frequency. This includes precision equipment owned by technicians and inspection personnel. Approves calibration vendors
  • Monitor aircraft discrepancy records to ascertain that corrective action has been taken on all mechanical irregularities listed by the pilot, in accordance with procedures specified in the manual.
  • Submit reports of defects or unairworthy conditions to the FAA if warranted.
  • Ensure proper execution of the prescribed FAA forms for major repair or major alteration.
  • Maintains weight and balance records and schedules re-weighs as required by respective maintenance programs.
  • Responsible for Technical Publications library to include but not limited to storage, revision control, access control, and distribution.
  • Will initiate any changes found necessary in the maintenance inspection program and its policies and procedures to ensure compliance by analysis and surveillance of the program.
  • When utilizing the MEL, the Regulatory Compliance Lead is responsible for the proper documentation of the deferral per established procedures.
  • Audits of contracted vendors such as aircraft and component maintenance and repair.
  • Oversee the complete record keeping associated with the training program.
  • May be called upon to provide technical, procedural or regulatory required training.
  • Collaborate on, support, and implement the initiatives and directives of senior management.
  • Interface effectively with customers external and internal, including flight crews, finance/accounting, and senior management.
  • Conduct investigations into incidents, discrepancies, and non-compliance issues, implementing corrective actions and preventative measures, as necessary
  • Accomplishment of job duties. Ability to travel (20%-30%) with overnight stays to support job functions throughout the network. Travel may include overseas.
  • Develops and manages the CASS program
  • Develops and manages the creation of a Quality Assurance Program within Fleet Management
  • Supervisory Responsibility: Supervise and direct personnel assigned to the Tanker Regulatory Compliance section.


Certificates and Licenses:

  • Valid Driver’s License
  • A&P (Airframe & Power Plant)
  • I/A (Inspector Authorization)


Required Education and Experience

Education: Bachelor’s Degree in Aviation Maintenance Management or other related aviation degree. 

 

Experience: 

Computer Skills: 

  • Microsoft Office Suite
  • Aircraft Maintenance Management Software system (AMOS preferred)

 

Additional Eligibility Qualifications

  • Must be able to accomplish all duties with little or no assistance.
  • Must have good command of the English language, oral and written

Position Type and Expected Hours of Work
This is a full-time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with department and business needs. Exempt Employees must have the ability to be on-call and available, as business needs require. Non-Exempt employees may be required to work over 40 hours per week with approval from the department manager.
