Metrics LLC is seeking a skilled and experienced Strategic Communications Support Lead as we compete for a contract in support of the Government-Wide Category Management Program Management Office (GWCM PMO) for the U.S. General Services Administration (GSA).
This role is critical in helping GSA's Office of Strategy and Innovation execute its strategic objectives, specifically by developing and implementing communications strategies for the Information Technology Category (ITC) and related initiatives. The selected candidate will work collaboratively with stakeholders to craft compelling value propositions, deliver effective messaging, and conduct media training for executives. This is a remote position, with occasional requirements for in-person meetings or events.
The ideal candidate will possess at least five years of relevant professional experience and demonstrate in-depth knowledge of GSA's ITC value proposition and its impact on organizational operations. This role will play a key part in advancing GSA’s mission to improve acquisition efficiency and drive innovative solutions across federal government agencies.

Responsibilities:
- Develop and implement strategic communications plans and value propositions for the Information Technology Category (ITC) initiatives.
- Craft messaging tailored to both internal and external stakeholders, ensuring alignment with GSA's strategic objectives.
- Provide individualized and group media training sessions for ITC executives, including message delivery techniques and media engagement best practices.
- Collaborate with stakeholders to gain buy-in on strategic planning and session themes, creating presentations and talking points as needed.
- Facilitate ITC strategy sessions by preparing agendas, talking points, presentation slides, and facilitation plans.
- Document meeting outcomes, including notes, next steps, and recommendations, and ensure timely delivery of finalized reports.
- Conduct stakeholder research related to ITC's Total Experience and Value Proposition to enhance engagement strategies.
- Develop and deliver training sessions and materials to support ITC communication objectives and capacity building.
- Monitor the effectiveness of communication strategies through performance metrics and recommend improvements based on data-driven insights.
- Align all deliverables with federal guidelines, including Section 508 compliance, and adhere to GSA's policies on safeguarding sensitive information.
- Bachelor's degree in a relevant field.
- A minimum of 5 years of professional experience in strategic messaging development and implementation.
- Demonstrated in-depth knowledge of GSA’s Information Technology Category (or similar federal experience), including its value proposition and organizational impact.
- At least 2 years of experience developing and delivering media training to ITC executives or equivalent stakeholders.
- Strong written and verbal communication skills, with the ability to produce high-quality deliverables such as agendas, presentations, and facilitation plans.
- Familiarity with federal acquisition strategies and category management principles, including Best-in-Class (BIC) and Spend Under Management (SUM) initiatives.
- Proven ability to collaborate effectively with diverse stakeholders, including federal executives, category managers, and external partners.
- Ability to comply with federal security and privacy requirements, including signing non-disclosure agreements and adhering to Section 508 standards.
- Experience working directly with GSA and/or OMB executives on category management or similar strategic initiatives.
- Knowledge of Total Experience (TX) methodologies and strategies for enhancing stakeholder engagement.
- Expertise in crafting communications strategies for technology-related federal initiatives.
- Familiarity with digital tools and platforms used for content creation, stakeholder engagement, and performance tracking, such as Tableau or Google Workspace.
- A background in training development and delivery for federal employees or contractors.
- Advanced certifications in communications, public relations, or related fields.
