MPD is currently searching for a Case Manager to join our Multnomah County Parent | Child Advocacy Division (PCAD). Parent | Child Advocacy case managers work as part of an interdisciplinary trial-level representation team which includes client’s lawyer, investigator and legal assistant for parents and children in delinquency, dependency, and termination of parental rights matters. Case managers and attorneys offer complementary approaches and skill sets to supporting clients impacted by the child welfare and delinquency systems. Combining strong courtroom and social work advocacy allows for comprehensive, responsive, and effective representation, and has continuously been shown to improve engagement and outcomes for clients. Because case managers are part of the legal representation team and their work falls within the scope of attorney-client privilege, they can develop trusting relationships with clients and also develop case strategies with the attorney. Case managers spend a significant majority of the work time in direct service of clients.

This position pays $55,297.50 to $88,135.84 per year. Staff are members of a union. This is a full-time non-exempt position. In addition to compensation, MPD also offers:

  • Medical (choice of PPO or HDHP), Dental (choice of PPO Base or PPO Enhanced) and Vision – 100% employer paid for employee only coverage.
  • Flexible Spending Account (FSA) or Health Savings Account (HSA)
  • Basic Life, STD, LTD and AD&D – 100% employer paid.
  • 401(K) – MPD will contribute 6% of your annual salary with full vesting after the completion of 5 years of service.
  • PTO – 24 hours upon hire and accrue monthly to 80 hours and increase to 120 hours starting at 24 months.
  • 10 paid holidays 2 Personal Equity Days
  • 4 Mental Health Days per year
  • Sick Leave – 48 hours upon hire accrue monthly after the completion of six months of employment

Position Qualifications

  • A minimum of two (2) years of experience with case management.
  • Familiarity with substance use disorders and the recovery process.
  • Familiarity with the criminal justice system, juvenile justice system and/or child welfare system.
  • Well-informed about mental illness and drug addiction, and appropriate treatment plans.
  • Adept at proactively developing and advocating for alternative safety, service and visitation plans.
  • Knowledge of and experience working with recovery and social service resources and programs in the Portland area.
  • Ability to develop trust and rapport with diverse group of clients, staff, and community partners while maintaining professional boundaries.
  • Ability to work independently and as part of a team.
  • Ability to gain access to jail and prison facilities.
  • Reliable vehicle and driver’s license.
  • If in recovery, a minimum of five (5) years continuous and documented abstinence from substances with a strong recovery program and system of natural supports.
  • Demonstrated ability to provide culturally responsive services to diverse client population.
  • Maintains confidentiality of agency records.
  • Excellent verbal and written communication skills


Position Preferences

  • Fluent in Spanish highly preferred
  • Lived experience with the criminal justice system.
  • Training and experience with Trauma Informed Care.

Work Environment:

  • Work is generally sedentary, in an office setting, courthouse, field location or jail facility.
  • Some physical activity such as carrying boxes of records weighing up to 10 pounds and stooping to extract records from files is required.
