Compensation
Salary Range $96,272 - $136,290 (Grade D)
 
Responsibilities
This position is responsible for directing a planning unit responsible for analyzing multiple elements of subway and Staten Island Railway (SIR) rail operations, including:
  • Determining appropriate service designs and service frequencies for long-term service diversions, special events, and emergencies, as well as permanent operations.
  • Evaluating current and projected ridership levels and patterns both for permanent and temporary services, including for substitute shuttle bus services.
  • Analyzing available electronic and manually collected operational data to assess operational reliability and performance.
  • Evaluating and simulating train operations to determine current and projected capacities and running times and to inform the development of capital projects addressing infrastructure needs, including but not limited to signals, track, and traction power.
  • Projecting car fleet requirements and car fleet designs based on ridership and capacity analyses, and assigning cars to lines and shops.
  • Directing emergency planning and emergency response support by Operations Planning staff.
This position is also responsible for developing and making presentations on operations analysis and service planning issues to senior MTA /NYCT staff, to external stakeholders, and at public meetings.
 
Education and Experience
A Baccalaureate degree in City Planning, Transportation Planning, Mathematics, Public Administration, Economics, Urban Planning, Engineering or a closely related field and eight (8) years of full-time paid experience in such areas; of which four (4) years must have been in a supervisory or managerial capacity or
a satisfactory equivalent of education & experience 
         
Desired Skills  
Substantial knowledge of NYC subway ridership levels and patterns and transit service analysis, as well as of rail operations, route network, capital investment strategies, and service policies and guidelines.
Familiarity with and knowledge of transit scheduling, data analysis, statistics and budgeting. Familiarity with New York City neighborhoods and multimodal travel patterns. An ability to establish and maintain effective working relationships with transportation managers, planners, and other senior staff in other MTA / NYCT departments and external stakeholders as needed.
Excellent communications skills, including writing, development of graphical presentations, and public speaking.
Selection Method
Based on evaluation of education, skills, experience and interview.
All selected candidates will be subject to a full background investigation that includes employment and education.  Discrepancies may lead to dismissal.
