JOB FUNCTION:
The Scheduler is responsible for coordinating and managing scheduling activities for the Scheduling Department in compliance with MATA policies and FTA regulations. This role involves developing scheduling strategies, ensuring cost-efficient service planning, and overseeing operator and vehicle assignments for fixed-route bus and rail trolley services. The Scheduler works collaboratively with multiple departments to optimize transit schedules while maintaining high safety and service standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assist in developing department goals and contribute to company-wide objectives. Establish and implement work priorities and scheduling standards.
- Ensure compliance with the collective bargaining agreement and work effectively in a unionized environment.
- Participate in budget development and administration, including preparing budget requests, approving expenditures, and implementing necessary adjustments.
- Develop and implement procedures for efficient transit scheduling operations. Monitor and evaluate work performance to maintain quality standards.
- Conduct route and system productivity analyses, including ridership impact assessments, route performance evaluations, and cost-benefit analyses.
- Utilize scheduling software (e.g., Trapeze) to create and maintain trip building, blocking, run cutting, and rostering for fixed-route services.
- Ensure that scheduled service has adequate workforce coverage based on current staffing levels and operational requirements.
- Develop operator work assignments, including bid sign-ups, holiday service, vacation planning, and other leave-based scheduling.
- Prepare and distribute accurate timetables and schedules for fixed-route bus and rail trolley services.
- Coordinate scheduling efforts across departments, ensuring alignment with service goals and operational needs.
- Manage and oversee data collection systems for monitoring service performance, including operator checks, NTD reporting, and automated passenger counters.
OTHER DUTIES AND RESPONSIBILITIES:
- Supervise and support scheduling staff, including assigning work, resolving issues, and managing departmental resources.
- Provide training and guidance on scheduling best practices and software use.
- Maintain accurate scheduling records and generate reports as needed.
- Assume additional responsibilities as assigned.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's degree in Business Administration, Transportation, or a related field is preferred. Relevant work experience will be considered in place of a degree.
Experience & Skills:
- 2-5 years of progressively responsible experience in transportation administration, operations, and scheduling, with at least 1-2 years in a supervisory role within a transit agency.
- Strong organizational and analytical skills with attention to detail.
- Excellent verbal and written communication skills; prior experience working in a union environment is preferred.
- Ability to handle multiple tasks effectively in a fast-paced setting.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and experience with Geographic Information Systems (GIS) is preferred.
- Proficiency in Trapeze scheduling software or other transit scheduling platforms is required.
- Must comply with MATA's Drug and Alcohol Policy.
- Must adhere to all safety and COVID-19 protocols and assist in monitoring compliance across departments.
- Valid driver's license is required.
WORKING CONDITIONS:
- Primarily an office environment with occasional fieldwork.
- Requires frequent sitting, occasional walking, bending, kneeling, and lifting up to 20 lbs.
- Ability to tolerate moderate noise levels and exposure to varying environmental conditions.
- Must have normal visual acuity, color vision, depth perception, and the ability to focus on detailed work.
- Requires effective communication through verbal, written, and electronic means.
- Must be able to operate office equipment, including computers, copiers, and telephones.
