OFFICIAL TITLE: Business Administrator
REPORTS TO: Superintendent
PRIMARY LOCATION: SAU Central Office
Minimum starting salary of $120,000. with potential for higher compensation based on experience and qualifications.
SUMMARY DESCRIPTION:
Under the Supervision of the Superintendent, the Business Administrator supervises, manages and coordinates the business affairs of the district efficiently and effectively to ensure that educational support services help to achieve the educational goals of the district with the available financial resources.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES:
Understanding of the principles and practice of financial accounting and reporting procedures consistent with statute, code, and GAAP requirements.
Knowledge of accepted business practices in school districts related to budget preparation and administration, risk management, purchasing, transportation, human resource management, payroll, transportation, food services, and school plant operations and facility planning.
Demonstrated organizational, communication and interpersonal skills.
Maintains confidentiality.
EDUCATION, TRAINING, AND EXPERIENCE:
Minimum of (3) years of prior experience in comparable business management or financial management positions.
Bachelor’s Degree in Business Management, MBA or CPA preferred.
Such alternatives to these qualifications as the School Board may find appropriate.
CERTIFICATE AND LICENSE REQUIREMENTS:
Certification as a School Business Administrator by the NH State Department of Education preferred.
DUTIES AND RESPONSIBILITIES:
Responsible for maintaining all business and financial records in accordance with district policy, state and federal guidelines.
Design and manage the operating budget for all District operations and programs, including grants, federal funds and other fund sources.
Administer all worker’s compensation, unemployment compensation, property and casualty insurance programs.
Is responsible for the safe, efficient operation of the student transportation program; reviews routes; and handles the business aspects of contracted transportation services.
Actively participates in the collective bargaining process as a member of the school’s negotiating committee. Administers and interprets contract in dealing with union representatives. Provides relevant data and cost analysis as requested.
Assists the Superintendent in the preparation of the annual school budget and is responsible for the administration of all phases of the budget throughout the year.
Responsible for preparing and presenting any financial reports or information on any aspect of business operations for the Superintendent and/or the School Board.
Administer a purchasing system for the school district through the use of competitive bidding, informal quotations, open market methods, system contracting, and negotiations, including the award of bids up to an authorized limit in accordance with School Board policy.
Oversee the risk management, emergency management, and safety programs for the District.
Supervise and evaluate business office staff, and the Director of Food Service.
Manage the payroll, accounts payable, and bookkeeping functions.
Administer the purchasing and financial administration of State, Federal and Foundation monies.
Manage, through the Director of Food Service, the school lunch program in accordance with all State, Federal and local guidelines.
Audit monthly insurance bills to ensure accuracy. Submit billings for payment.
Updates census data for actuaries, and reporting in accordance with GASB 75 Accounting for Financial Reporting for postemployment benefits other than pensions.
Oversee Worker’s Compensation, and Sick Bank Absence leave benefits programs.
Oversee the Driver Education Program.
Act as advisor to the Superintendent of Schools on all questions relating to the business and financial affairs of the District.
Administer all programs relating to environmental exposures, including but not limited to, compliance with Federal and State regulations and laws.
Participate in appropriate local, state, and national professional meetings and in this manner, keep informed on research, trends, and developments in all areas of responsibility.
Participate in the administration of the compensation packages of all staff.
Participate in the preparation of all annual meeting documents including warrant and voter’s guide.
Recommend new accounting and budget methods as desirable and necessary.
Provide financial reports required by federal and state government agencies, and auditors.
Provides proper guidance to administrative personnel in the fundamentals of sound fiscal management and budgetary controls.
Responsible for monitoring and auditing all expenditures for the purpose of reducing any unnecessary expenditures
Maintains updated Standard Operating Procedures and Internal Controls Manual for business office.
Performs such other duties as may from time to time be assigned by the Superintendent.
