The Chief Administrative Officer and Recovery Director ensures that HCA has systems and infrastructure necessary for effective and efficient day-to-day operations. This includes cross-administration planning and program coordination to assure that the work of its staff aligns across HCA divisions and meets stated goals. The purpose of this position is to set direction and provide leadership and guidance for administrative functions that cross the Health Care Administration’s enterprise. These functions include but are not limited to administrative management, business continuity planning and risk management, records retention, work force planning, administrative budget management and the oversight of special projects management.
The CAO is the leader of administration-wide initiatives and acts as the chief advisor to the Assistant Commissioner for budget, administrative policy, legal, planning, human resources, and communications matters. They specify changes needed to improve performance and streamline HCA’s operations and use of resources. The CAO is responsible for fostering collaboration across the agency and within HCA, and has the authority to direct HCA operations, lead strategic efforts and guide the programmatic budget process. This position provides managerial and administrative direction to the Assistant Commissioner, Deputy Assistant Commissioner, State Medicaid Director, HCA division directors and managers, and their respective groups at large.
This position is responsible for the overall management of central activities and functions for the administration, including biennial and operational budgeting, business planning and IT governance, management operations, communications, and centrally based initiatives.
Additionally, the position is responsible for facilitating the implementation of diversity, equity, inclusion, and anti-racist policies and tools across HCA divisions and functions to help ensure HCA’s program activities are carried out in a fair and equitable manner.

Minimum Qualifications

Experience demonstrates:
- Expertise as a manager of a large business’ operations and budgets to include finance, accounting, budgeting and cost control procedures.
- Strategic planning and strategic management training, experience, and capacity.
- Advanced level administrative policy and fiscal management skills supported by relevant experience in order to monitor and develop administrative policy recommendations and long-term financial strategies.
- Project management and process improvement skills.
- Considerable knowledge of the statutory authority, organization, functions, and objectives of DHS.
- Understanding of the administrative and operational structures of HCA and its roles and the development, implementation, and management of health care services and delivery systems.
- Advanced analytical abilities sufficient to direct the work of attorneys and other professional staff charged with the complex work of his/her cross-administration work team.
- Knowledge of workforce planning and learning and development practices.
- The ability to analyze the impact of changes and trends in federal and state legislation and associated funding streams in order to provide valid recommendations to the Assistant Commissioner.
- Excellent human relations skills to build networks of colleagues and must be able to negotiate and develop consensus across multiple stakeholder groups.
- Superior verbal and written communication skills.
- Ability to balance and appropriately prioritize competing demands and work well under pressure.
- Variety of experiences working effectively with others from different backgrounds and cultures.
