This position exists to provide professional expertise of eLearning design, development and on-demand interactive content to providers, Medicaid Payments and Provider Services (MPPS) Division staff, internal and external stakeholders.

Responsibilities include:

  • Being a subject matter expert (SME) in eLearning design and development and is responsible for research, design, coordination, development, testing, publishing, and maintenance of relevant and engaging blended course content with a focus on virtual and online learning.
  • Designing and conducting instructional programs, performing evaluations, assisting in determining eLearning priorities and designing related plans.
  • Collaborating with supervisors, team leaders, appropriate DHS staff through direct consultation to ensure consistency with the Health Care Administration and MPPS administration’s eLearning procedures to ensure that material meets DHS accessibility standards, and to otherwise stay current with department efforts to deliver content in this format.
  • Acting as an administrator and SME for MPPS eLearning products.

Minimum Qualifications

Three (3) years of experience designing, developing, and delivering classroom/technology-based training for adult learners.

Experience must demonstrate:

  • Knowledge of accessibility requirements for eLearning and ensure all eLearning products are accessible
  • Bachelor’s degree or higher in public administration, psychology, social work, public health, education or related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Knowledge and expertise with multimedia hardware and software (video camera and capture, microphones and audio, Adobe Creative Suite, Camtasia, etc.), including ability to complete advanced projects from start to finish independently
  • Ability to communicate with individuals in all levels of the organization, including but not limited to both technical and non-technical personnel
  • Working knowledge of the DHS learning management system in regard to the administration, content, and design of eLearning
  • Ability to manage details but also maintain the big-picture and promote strategic thinking
  • Ability to conceptualize, develop, and implement projects from the ground up; ability to organize projects with others, establish goals and timetables, clarify mutual expectations and evaluate results
  • Ability to adapt to organizational changes and ambiguity
  • Variety of experiences working effectively with others from different backgrounds and cultures
