  • This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework.
  • Approximately 10% travel, with overnight travel, an average of three (3) times per month and is arranged by the employee.

This position exists to protect the health, safety and wellbeing of people served by programs licensed by the Mental Health, Substance Use Disorder and Children’s Residential Services Unit by:

  • Conducting licensing reviews of multiple license types for compliance with relevant statutes and rules.
  • Conducting licensing investigations of multiple license types for compliance with relevant statutes and rules.
  • Serving as lead worker on licensing reviews.
  • Serving as lead worker on licensing investigations.

The Licensor II will be assigned to the Substance Use Disorder Subunit:

  • MN Statute 245I: 245I.20 Mental Health Clinics
  • MN Rule 32: Detoxification Programs
  • MN Statute 245F: Withdrawal management Programs
  • MN Statute 245G: Substance Use Disorder Programs
    • Residential
    • Non-Residential
      • Opioid Treatment Programs
      • Clients with children
      • Serving Adolescents
      • Serving people with co-occurring

  • MN Statute 254B Rate enhancements that require basic knowledge of billing practices.

Minimum Qualifications

Three (3) years professional experience in a regulatory or compliance position or involved in the development and implementation of mental health or substance use disorder treatment planning in a Department of Human Services (DHS) licensed or certified organization that provides services to people with substance use disorder and/or mental health or youth in children residential facilities.

Experience must demonstrate the following:

  • Knowledge of DHS Statues and Rules governing substance use disorder, mental health or youth in children residential facilities.
  • Ability to organize, prioritize and schedule multiple tasks and priorities.
  • Knowledge of technical writing skills

A bachelor's degree or higher in Human Services, Social Work, Sociology, Psychology or a related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Knowledge of current methods of delivering services to vulnerable adults, children, and others receiving services in programs license and/or certified by Department of Human Services (DHS). This includes having experience in providing treatment services in children’s residential treatment facilities mental health or substance use disorder, substance use disorder treatment programs, withdrawal management, or mental health treatment services.
  • Experience in leading the operations of a licensed mental health or substance use disorder treatment program or children’s residential facility
  • Experience training and providing leadership to direct care staff, including developing, implementing, monitoring, investigating and evaluating outcomes and program effectiveness.
  • Licensed as a Mental Health Professional or Alcohol and Drug Counselor
  • Skilled in interviewing and investigative methodologies.
  • Knowledge of state protocols and tools used to conduct licensing reviews and investigations.
  • Ability separatefacts from opinions and withhold personal judgement when needing to make a decision based on regulatory authority.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
