This posting will be used to fill (2) identical open positions.

This position exists to provide regional focus and statewide awareness of Adult Mental Health Initiative (AMHI) and intersecting program planning and grant management technical assistance to tribal governments and regional governmental authorities who are improving, integrating, and redesigning their mental health delivery system for adults seeking recovery from serious and persistent mental illness. The position will work with the Behavioral Health Administration to act as a program and policy representative to internal and external partners within a designated region.

The employee in this position will also analyze fiscal expenditures, program evaluations and quality indicators to recommend improvements to the service delivery system within a designated region from a lens of statewide awareness. The employee will engage as part of a policy team to provide guidance on mental health evidence-based practices and work with the team on related mental health policy to support an accessible and equitable, recovery-oriented system of care. This position is also responsible for providing guidance on Minnesota adult mental health policy to tribal governments, local mental health authorities, and their regional planning bodies, and other tribal partners to ensure that individualized recovery needs are being systemically met.

Specific position lead responsibilities and project work may change over time to reflect the Behavioral Health Administration’s priorities, initiatives, and funding.

Some responsibilities include, but not limited to:

  • With statewide awareness and within a designated region, this position is responsible for guiding AMHI efforts and providing guidance and direction on Minnesota adult mental health policy to local mental health authorities, tribal governments, and their regional planning bodies to ensure that individual recovery needs are being systemically met.
  • Serve as grant manager with oversight of Federal and State AMHI/Community Support Programs grants and contracts. Monitor grant and operational budgets and accounting processes to maximize financial resources, meet agency objectives, improve financial management, and comply with grant, federal, state and division requirements and policies.
  • Provide technical assistance on the most effective and efficient strategies for community based mental health services that promote recovery.

Minimum Qualifications

Two (2) years of experience providing, supporting, or offering technical assistance services for Behavioral Health, Tribal or another Mental Health program.

Experience must clearly demonstrate:

  • Providing services and/or providing technical assistance for a community-based mental health program or service.
  • Knowledge of federal and state grants and contracts processes.
  • Knowledge of federal, state, and county government, laws, rules, regulations, and guidelines regarding Minnesota’s mental health service system, Medical Assistance, or other state Medicaid programs.
  • Skilled at using MS Office Suite along with SharePoint, webinar technology and interactive video conferencing programs.
  • Bachelor’s degree in social services, public policy, or another related field may substitute for one (1) year of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Ability to work with large and diverse groups that may have varying needs and goals; ability to facilitate and support positive problem-solving in workgroups and committees that may promote consensus building.
  • Knowledge and in grant management execution and support.
  • Knowledge of Minnesota’s Behavioral Health Programs and/or delivery systems.
  • Demonstrated facilitation and communication skills in large group and individual settings, to include clear and professional verbal and written language.
  • Bachelor’s degree social services, public policy, or another related field.

  • Minnesota Department of Human Services(DHS) criminal background check will be conducted on all finalistsfor this position. Finalists must pass the DHS background check.
