This is highly responsible executive level work involved in the planning, directing, managing and coordinating all aspects of the Missouri Consolidated Health Care Plan on behalf of the Board of Trustees.


The employee in this position supervises the overall operations of the health care plan and its employees in accordance with federal and state laws and regulations, under broad policy guidance and direction of the Board of Trustees. The Executive Director serves as administrative officer in external contacts with actuarial, investment, legal and medical consultants. The Executive Director is also the records custodian for MCHCP and frequently interacts with legislators, agency officials, employees, retirees, media and other interested groups and individuals.

Supervision Received: The Executive Director plans and leads the activities of the Missouri Consolidated Health Care Plan. Work is performed with considerable independence under the general direction of the Board of Trustees, which establishes policies and reviews operations periodically.


Supervision Exercised: The Executive Director is responsible for all employees working for the MCHCP, and directly supervises the General Counsel/Deputy Director, Chief Financial Officer/Deputy Director, Chief Information Officer, Director of Vendor Relations, Human Resources Manager and Senior Administrative Specialist.



FLSA Status: Exempt level, unclassified. 


Essential Functions / Typical Examples of Work: (This list is neither all-inclusive, nor restrictive; Trustees reserve the right to further define duties based on operational needs.)


  • Provides oversight of all program areas for which the MCHCP is statutorily responsible, including medical, pharmacy, dental, vision, and employee assistance program for state employees and public entity employers who join the plan.


  • Initiates, establishes and implements policies, procedures and standards for all plan operations in accordance with federal and state statutory provisions and directives/guidance as provided by the Board of Trustees. 


  • Responsible for preparation of board agenda and all documentation, keeping of minutes, and other board-related activities.


  • Responsible for public relations, monitoring the investment of funds, utilization of actuarial data, interpretation of coverage and benefits, and installation and maintenance of management techniques to provide efficient control of monies and paperwork processing. Supervision in payment processing, statistical reporting, and explanation and interpretation of benefit programs is also exercised.


  • Exercises discretion and determines final outcomes in the interpretation of various benefit rules/regulations; makes decisions and/or recommendations regarding appeals, contract awards, etc.


  • This individual will, at the general direction of the Board, be ultimately responsible for the development, implementation, and evaluation of both the short range and long-term goals of the MCHCP. This will include working with the Board of Trustees to identify those goals, and their time frames that are most pertinent to the MCHCP and its membership.


  • Provides executive leadership to management staff and overall leadership to the entire staff; maintains effective relationships with other agencies, employer organizations, insurance vendors, consultants, state officials, the legislature and the public at large.


  • Provides technical assistance and support to legislative or gubernatorial committees that are formed to address issues that are related to benefits administered by the Plan. This includes representing the MCHCP at pertinent legislative hearings.


  • Serves on benefit-related committees as requested and required; participates in activities of local, state and national organizations engaged in activities related to benefits administration.


  • Ensures that proper internal controls are developed and utilized to safeguard the assets of the Plan. 


  • Apprises, advises and makes presentations to the Board on financial, economic and political developments.


  • Develops the annual appropriation request for approval by the Board of Trustees and presentation to the General Assembly, with assistance from the Chief Financial Officer.


  • Maintains extensive knowledge of all associated trends within the health care industry.


  • Works closely with General Counsel on legal matters including lawsuits involving Missouri Consolidated Health Care Plan.


  • Performs other duties as needed or assigned.





Knowledge, Skills and Abilities/Minimum Qualifications:


  • Master's degree from an accredited college or university in one of the following areas: business administration, public health, public administration, economics, political science or other closely related field.


  • Considerable progressively responsible experience (minimum 8-10 years) in an executive or administrative capacity in one or more of the following areas: employee benefits, health insurance, benefits administration or closely related field.


  • Experience in the management of employee benefit systems including such areas as medical benefits, group insurance, rate setting, data analysis, etc.


  • Large scale financial program management experience required.


  • Direct management experience with responsibility for coordination of several administrative functions (e.g. such areas as financial administration, benefit programs administration, public relations, research, and/or human resources management, etc.) or comparable major responsibility for operational activities.


  • Considerable knowledge of the principles of financial management, including a working knowledge of auditing and accounting requirements; and ability to represent MCHCP during Missouri General Assembly appropriation hearings.


  • Knowledge of governmental competitive contracting and bid evaluation processes, with State of Missouri experience preferred.


  • Working knowledge of actuarial, insurance, and investment principles and practices.


  • In-depth knowledge of federal and state insurance laws and regulations.


  • Ability to develop, install and maintain complex administrative procedures and operations and to evaluate their efficiency and effectiveness


  • Ability to speak and write effectively to varied audiences, especially under sometimes stressful conditions.


  • Ability to prepare and analyze financial, statistical, actuarial and other technical information, and to formulate recommendations and initiate action based on such analysis.


  • Ability to establish and maintain effective working relationships with elected and appointed officials at all levels of government, Board of Trustees, business representatives, MCHCP employees, MCHCP members, other governmental health plans, and the public.


  • Must possess ability to lead a professional workforce with considerable knowledge of the general principles of management and supervision, and of office management procedures.


  • Ability to present ideas in an effective manner either orally or in writing; excellent communication and analytical skills required.


  • Ability to establish goals and evaluate performance; ability to plan, coordinate, direct and motivate the work of assigned staff.


  • Ability to coordinate, direct, and evaluate the work of technical advisors and consultants.


  • Must possess strong organizational skills, be detail oriented, and computer literate.


  • Ability to understand and apply provisions of legislation pertaining to the Missouri Consolidated Health Care Plan and to exercise good judgment in applying general policies and procedures to specific situations.


  • Must be able to quickly adapt to changes in the highly dynamic field of health care.


  • Excellent attitude, work history and attendance required.
