What are the responsibilities and job description for the Community Outreach and Education Administator position at Montgomery County Government?
Position Overview
Management level position in community involvement and education under the general managerial direction of the Assistant Director of Solid Waste Services and the Solid Waste Management District (the “District”). This position requires thorough knowledge of environmental science, water/wastewater utility and solid waste conservation in order to direct community outreach activities supporting the county's water/wastewater, recycling, and waste reduction programs.
Summary Of Job Duties
Plan, organize, and administer outreach and educational programs, to raise public awareness about environmental issues, particularly in solid waste management and water/wastewater services. Manages and develops staff who are responsible for programs contained within and develop for inclusion into Montgomery County Solid Waste Management District Plan. Lead outreach activities for community groups, business associations, and schools, utilizing the Environmental Learning Center as a primary resource. Oversee the District’s recycling programs and serves as a consultant for local businesses and organizations, advising on waste minimization strategies. Manage the District’s Solid Waste Management Plan update, ratification and approval process. Promote and coordinate volunteer opportunities, including the recruitment of volunteers, community service workers, and general relief participants for various projects. Coordinate efforts to secure in-kind services and cash donations to support environmental initiatives and outreach programs. Work with local enforcement and regulatory agencies to address litter control and investigate illegal dumping sites. Organize and promote neighborhood clean-up programs and projects, fostering community involvement. Collaborate with the communications team to develop and implement strategies that raise awareness of environmental programs, ensuring alignment with county objectives.
Foster a positive work culture that encourages collaboration, respect, and open communication among team members; establishes good working relationships with other department work groups, local jurisdictions and community members; track key regulatory and legislative developments and communicate issues to department leadership.
Develop budget recommendations for solid waste/recycling, water/wastewater education initiatives, prepare internal and mandated financial reports/ledgers for both state and county budget review, prepare comprehensive environmental services sustainability outreach plans and grant applications, assist with the Annual Property
Charge system, maintain appropriate records and statistical data to analyze the performance of programs and contracts. Manage multiple projects to fruition within quality, time and budget parameters.

Minimum Qualifications And Requirements
Completion of undergraduate major program course work in business, public administration or environmental sciences and five (5) years of experience in community and/or governmental program development and implementation. Two (2) or more years of management experience in related area preferred; OR alternative, equivalent evidence of the minimum class requirements.

Driving Requirement
Must maintain a current, valid United States driver’s license with an acceptable driving record.
Training And Development
Must have completed or must complete at least one (1) of SWANA’s training courses such as Managing Integrated Solid Waste Management systems, Transfer Station, Zero Waste, etc., within one (1) year of hire.
All Montgomery County employees become members of the Ohio Public Employees Retirement System and have access to deferred compensation programs.

pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.
Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
